Job summary

BlueWater Federal Solutions is seeking a Jr Contracts Management Analyst to support NAVWAR PMW 150 in delivering professional support services across program management, acquisition, contract management, and modernization functions.

You will assist in developing procurement docs, maintaining tracking systems, and contributing to acquisition strategies while ensuring compliance with Government timelines and budget alignment.

Qualifications

• Bachelor's degree in Business, Acquisition, Finance, or related field.
• Active Secret clearance required.
• 3+ years of experience supporting DoD or Navy acquisition and contract management activities.
• Experience developing procurement documentation (RFPs, PWS, SOO, etc.).
• Familiarity with FAR/DFARS and DoD acquisition processes.
• Experience supporting contract tracking, reporting, and financial documentation.

Responsibilities

• Develop, review, and update procurement documentation including: Statements of Work (SOW/PWS), Statements of Objectives (SOO), RFP/RFQ, and TRNs.
• Support preparation of acquisition packages and contract modification documentation.
• Maintain contract and task order tracking systems (PR logs, contract status trackers, funding and execution tracking).
• Ensure contract documentation is current and updated per Government timelines.
• Conduct market research and vendor analysis.
• Support development of acquisition strategies (contracting approaches, competition analysis, small business considerations).
• Provide cost and financial data inputs for PRs, contract modifications, and funding documentation; validate cost data against program budgets.

Job Description Overview BlueWater Federal is looking for a Jr Contracts Management Analyst to support the NAVWAR PMW 150 Command and Control Systems Program Office by delivering Professional Support Services (PSS) across program management, acquisition, contract management, and modernization functions. The effort supports a diverse portfolio of Navy and Joint C2 systems, including GCCS-M, tactical data links, METOC, and CBRN capabilities critical to warfighter decision-making.

Responsibilities

• Develop, review, and update procurement documentation including:
• Statements of Work (SOW/PWS)
• Statements of Objectives (SOO)
• Requests for Proposal (RFP) / Requests for Quote (RFQ)
• Task Requirements Notices (TRNs)
• Support preparation of acquisition packages and contract modification documentation
• Maintain contract and task order tracking systems, including:
• Purchase request (PR) logs
• Contract status trackers
• Funding and execution tracking
• Ensure contract documentation is current, accurate, and updated in accordance with Government timelines
• Conduct and document market research and vendor analysis
• Support development of acquisition strategies, including:
• Contracting approaches
• Competition analysis
• Small business considerations
• Provide cost and financial data inputs for:
• Purchase requests
• Contract modifications
• Funding documentation
• Support validation of cost data and alignment with program budgets

Qualifications

• Bachelor's degree in Business, Acquisition, Finance, or related field
• Must have an active Secret clearance
• 3+ years of experience supporting DoD or Navy acquisition and contract management activities
• Experience supporting development of procurement documentation (RFPs, PWS, SOO, etc.)
• Familiarity with FAR/DFARS and DoD acquisition processes
• Experience supporting contract tracking, reporting, and financial documentation

Desired:

• Prior experience supporting NAVWAR, PEO C4I, or similar Navy acquisition environments
• Experience supporting CORs, APM-Cs, or contracting offices
• Familiarity with acquisition tools and systems such as: * eCRAFT
• PR tracking systems
• DITPR-DON or similar
• DAWIA or equivalent certification in Contracting or Acquisition
• Experience supporting cost proposals or contract pricing analysis
