Job Description

Blue Water Thinking is seeking a Junior Contract Support Specialist to provide a range of acquisition support services, including strategy, planning, data analysis, and documentation development for the Department of Veterans Affairs.

Responsibilities

• Assist functional‑area technical experts in developing clear and sufficient Statements of Work, Performance Work Statements, and Orders.
• Support acquisition planning solicitation preparation, market research and analysis, and source‑selection document preparation.
• Prepare contract modifications, conduct cost/price analysis, develop analytics, generate reports, and prepare contract termination documents.
• Perform a wide variety of procurement activities such as research, analysis, data entry, writing, document preparation, editing, scanning, document management, and related tasks.

Minimum Qualifications

• Bachelor’s degree from an accredited college or university.
• At least two (2) years of federal contracting experience on government acquisitions within the last five (5) years.

Additional Required Knowledge and Skills

• Conduct comprehensive reviews of procurement documents for accuracy and completeness.
• Identify and resolve inconsistencies through effective communication.
• Read and interpret federal and agency acquisition policy, regulations, and directives.
• Draft and prepare contract‑related documents and forms.
• Perform and evaluate market research, trend analysis, and alternative sourcing.
• Prepare purchase requisitions and procurement packages for award.
• Review invoice receipts, receiving reports, and contract close‑out documents.
• Investigate and prepare open obligations/undelivered orders for close‑out.
• Perform post‑award administration and monitor quality assurance surveillance plans.
• Ensure awarded services meet contract requirements and stakeholder expectations.

Eligibility

• Legally authorized to work in the United States without employer sponsorship.
• Must obtain and maintain the required federal public trust clearance for this role.

Compensation

This salary range for this position is $65,000 - $75,000.
