Job summary

The City of Fort Collins is seeking a Sr Analyst, Business Metrics to provide enterprise-wide expertise in performance metrics, program evaluation, and organizational effectiveness. You will partner with executive leadership and departments to develop meaningful metrics aligned with the Strategic Plan and City priorities.

Qualifications

  • Knowledge of organizational performance measurement, performance metrics, program evaluation methodologies, benchmarking, data governance and continuous improvement practices.
  • Knowledge of strategic planning, organizational effectiveness, business process improvement and municipal government operations.
  • Ability to develop meaningful outcome-based performance metrics, key performance indicators and evaluation frameworks that support enterprise and operational decision making.
  • Ability to analyze quantitative and qualitative information to evaluate organizational performance, identify trends and recommend opportunities for improvement.
  • Ability to facilitate workshops, planning sessions and collaborative discussions that engage diverse stakeholders and build consensus around organizational performance metrics and improvement opportunities.
  • Exceptional written and verbal communication skills, including the ability to communicate analytical findings and recommendations to technical and non-technical audiences.
  • Demonstrated ability to build partnerships, influence organizational improvement and achieve results without direct supervisory authority.
  • Demonstrated project management, facilitation and organizational skills with the ability to manage multiple complex assignments simultaneously.
  • Proficiency with Microsoft Office applications and experience using business intelligence, performance reporting or data visualization tools.

Responsibilities

  • Partners with executive leadership, portfolio managers and departments to develop enterprise performance metrics that measure progress toward the City's Strategic Plan and Council priorities, establishing targets, data ownership and governance practices that keep metrics consistent, credible and actionable.
  • Leads development of enterprise standards, methodologies, governance practices and best practices for performance metrics, promoting consistency, quality, meaningful measurement and reliable decision-making across the organization.
  • Facilitates development of shared performance frameworks and metrics that support One City initiatives, connecting departmental activities to enterprise and community outcomes that require cross-functional collaboration.
  • Partners with departments to develop meaningful operational performance metrics that evaluate ongoing service delivery while ensuring those measures complement enterprise strategic metrics and organizational priorities.
  • Plans and conducts program evaluations, operational assessments and process reviews to evaluate effectiveness, efficiency, operational performance, employee experience, community outcomes and alignment with organizational priorities, providing actionable recommendations that improve organizational performance and resource utilization.
  • Facilitates discussions with executive leadership, portfolio managers and cross-functional teams to review organizational performance, identify opportunities for organizational learning and recommend adjustments to strategies, programs or performance metrics that improve organizational outcomes.
  • Provides training, facilitation, coaching and technical assistance regarding development of performance metrics, program evaluation, benchmarking and continuous improvement practices, to build organizational capability.
  • Develops executive dashboards, analytical tools and performance reports that communicate organizational performance, trends and evaluation findings in a clear and meaningful manner.
  • Researches emerging trends, benchmarking data and best practices related to organizational performance metrics, program evaluation, municipal performance and organizational effectiveness.
  • Leads special projects and participates on cross-functional teams supporting strategic organizational initiatives and continuous improvement efforts.

Job Summary

The Sr Analyst, Business Metrics provides enterprise-wide expertise in organizational performance metrics, program evaluation, and organizational effectiveness. Serves as an internal consultant, partnering with executive leadership, portfolio managers, and departments to develop meaningful performance metrics that improve organizational performance, strengthen data-informed decision making, and support achievement of the City's Strategic Plan.

They will support implementation of the City's Strategic Plan by developing outcome-focused performance metrics aligned with City Council priorities and the One City vision. Builds organizational capability by providing training, facilitation, coaching, and strategic consultation that enables leaders to use performance information to improve service delivery, evaluate organizational effectiveness, and continuously improve organizational results. Operates with a high degree of initiative and flexibility while leading complex cross-functional projects with minimal supervision.

Required Qualifications

Minimum Preferred Associates / Bachelor's degree or other specialized skill training / certification may be required in some positions Juris Doctorate required Bachelor's degree in Public Administration, Business Administration, Public Policy, Organizational Leadership, Finance, Statistics, Economics, Data Analytics or a related field, or an equivalent combination of education and progressively responsible work experience.

Experience Requirements
  • Four years of progressively responsible experience in organizational performance metrics, strategic planning, program evaluation, business analysis, public administration, budgeting, organizational development or a related field, or an equivalent combination of education and experience.
