Job summary

Manor ISD is seeking a Specialist - Payroll/Benefits to manage semi-monthly payrolls, maintain payroll and benefits records, and assist employees with benefits and leave information. This role supports the district’s HR and Finance teams in Manor, Texas.

The candidate should have two years of payroll/benefits experience, be proficient with basic computer tools, and maintain strict confidentiality. Bilingual skills are preferred to serve a diverse staff.

Qualifications

  • High School diploma or GED required.
  • Two years of payroll/benefits administration experience preferred in public education.

Responsibilities

  • Ensure compliance with federal, state, and local payroll laws and policies (FICA/Medicare, TRS, FMLA, FLSA).

Job Description

Primary Purpose:

Prepare payroll and benefits processing and related reporting using the district payroll system as well as maintain employee payroll, benefit, and leave records. Prepare and process semi-monthly payroll, benefit, and deductions payrolls for all staff. Maintain records and assist employees to ensure effective and accurate pay, as well as an understanding of their benefits. Assist the substitute specialist with processing payroll. Respond to requests from outside vendors to provide verification of employment documents and W2 reprints.

Qualifications/Certifications:

  • High School diploma or GED
  • Bilingual Preferred

Special Knowledge/Skills:

  • Proficient skills in keyboarding, word processing, and file maintenance
  • Maintain a high level of confidentiality
  • Basic knowledge of the FLSA payroll rules and FMLA Regulations, COBRA and HIPAA regulations and requirements
  • Knowledge of Teacher Retirement System rules and regulations Knowledge of basic accounting procedures
  • Effective communication and interpersonal skills
  • Strong ability to use a personal computer and software to develop spreadsheets, databases, and word processing
  • Ability to organize and prioritize work responsibilities

Experience:

Two years of payroll/ benefits administration experience, preferably in a public education environment experience.

Duties & Responsibilities:

  • Ensure compliance with all federal state, and local laws and policies relating to payroll including, but not limited to, Federal Insurance Contributions Act (FICA)/Medicare, Teacher Retirement System (TRS), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA).
  • Maintain confidentiality of information.
  • Assist employee benefits programs such as group health insurance, dental, life, and medical reimbursement; handle employee benefit inquiries and complaints.
  • Act as liaison between employees and third-party insurance administrator
  • Process all employee benefits enrollment and change forms within required time limits to meet payroll deadlines.
  • Processing employee’s status changes (i.e.: terminations, qualifying life events.)
  • Advise employees regarding payroll issues.
  • Assist during the annual open enrollment process, including preparing, distributing, and receiving materials and forms.
  • Maintain computerized health insurance data entry records and assist with health insurance reports.
  • Counsel as needed with employees concerning leave benefits.
  • Assist risk management official in processing employee dock for leave
  • Work cooperatively with the HR Department to ensure the accuracy of leave reports and approvals.
  • The main point of contact for district payroll submitters, assisting with processing semi-monthly, substitutes, and special payrolls.
  • Assist will all employee payroll and benefit change forms within required time limits to meet payroll deadlines.
  • Assist with general clerical duties, including sorting, filling, researching, answering the telephone, and responding to informational inquiries.
