Our client is seeking a Payroll / Benefits Technician for a direct hire opportunity. Under supervision of the Chief Business Official, the Payroll Technician will perform payroll functions including maintaining payroll procedures and activities, financial records, and employee benefit programs.

This position functions in a highly visible and independent manner and includes extensive contact with district staff members and benefit providers requiring a high degree of tact, discretion and judgment.

ESSENTIAL FUNCTIONS:
  • Prepares regular, variable and supplemental payrolls for certificated and classified staff, including substitutes
  • Ensures accuracy of all payroll data
  • Adjusts and balances regular and variable payrolls
  • Compiles information and prepares reports including Affordable Care Act, coordinates with staff regarding AB1522 Sick Leave, EDD Unemployment Tax filings, US Census Surveys, BLS Occupational Statistics, and employee census data for GASB liability and health & welfare
  • Acts as a resource person to County Office of Education and other agencies relating to such matters as payroll transactions, salary and compensation data, and PERS/STRS retirement reporting and adjustments
  • Participates in bi-monthly county-wide payroll meetings and various payroll and retirement trainings as available
  • Serves as a technical resource for district and school site staff in the area of payroll procedures and health & welfare benefits
  • Serves as district liaison for employees with payroll concerns
  • Maintains the ‘Payroll & Benefits’ pages of the District website, updating documents regularly
  • Maintains confidentiality of matters pertaining to payroll and employer-employee relations
  • Updates all salaries annually and implements updates following negotiations including retroactive salary adjustments and re-calculation of payroll deductions
  • Calculates and verifies salary information for new hires, promotions, transfers, extra duty, overtime and other employee actions
  • Administers all employee leaves including workers compensation, disability and maternity; monitors use of sick leave to comply with statutory leave laws and adjusts payroll as appropriate; administers employee health & welfare benefits while on leave
  • Responsible for administration and enrollment of the district health & welfare plan for employees and retirees including annual open enrollment, calculation of payroll deductions and collection of premiums. This includes two medical vendors, dental, vision, disability, and three voluntary benefits vendors
  • Reconciles all collections for health & welfare on a monthly basis and processes payment to vendors through accounts payable
  • Maintains ongoing contact with insurance brokers and providers on a variety of matters relating to health and welfare insurance, other insurance, deferred income programs
  • Oversees the Section 125 Plan and updates contract documents annually
  • Oversees administration of the 403(b) voluntary retirement plan and handles employee notices and payroll deductions
  • Notifies retirees of benefits at termination of employment and annually at plan renewal; notifies other employees of benefits available at termination, maintaining compliance with COBRA law
QUALIFICATIONS:
  • 2-4 years of hands‑on payroll experience
  • Experience in the principles, methods, practices, and terminology of school district payroll services
  • Experience with administrative and county payroll applications
  • Experience with office organization principles
  • Perform complex payroll functions
  • Have in‑depth knowledge of appropriate laws and regulations (Federal, State, Ed Code and collective bargaining agreements) pertaining to payroll and benefits matters.
  • Evaluate and update payroll department practice and procedures
  • Schedule and coordinate work flow to meet timelines and deadlines
  • Establish and maintain a variety of manual and computerized records and files; manage computer database and prepare and utilize spreadsheets
  • Be a flexible, resourceful, and creative problem‑solver
  • Effective communication using written and verbal skills
  • Any combination requirements to: graduation from a recognized college or university with a major in a related field with two years of payroll experience or three years of experience in payroll and accounting services in a public or private agency. School experience is preferred.
