Job summary

Fort Bend County is seeking a seasoned Permits & Construction professional to ensure compliance with floodplain regulations and related codes. You will review plans, assist with permit decisions, and coordinate with FEMA during flood response efforts.

Responsibilities include interpreting complex regulations, communicating with residents and contractors, and supporting the day-to-day operations of the permits staff. Candidates should have strong project oversight skills.

Qualifications

  • High School Diploma or GED and two years of college-level coursework.
  • Five years of experience in construction, permitting, or related activities.
  • Ability to read construction drawings.
  • Strong communication, conflict-resolution, and public-facing skills.
  • Advanced computer proficiency (databases, spreadsheets, word processors).
  • Interpersonal skills to work effectively with the public, staff, and elected officials.
  • Texas Floodplain Management Association (TFMA) Certification obtained within one year of employment.

Responsibilities

  • Maintain understanding of the Fort Bend County Floodplain Management Regulations as well as relevant federal and state regulations.
  • Explain regulations to citizens and review permit applications for compliance.
  • Provide interpretations and recommendations for permits.
  • Assist with flood response, damage assessments, and coordinate with other county departments and FEMA.
  • Review LOMR/CLOMR submissions for compliance and recommend approval to the Assistant County Engineer.
  • Coordinate projects with other departments and review construction documents for road, bridge, drainage structure, and building facility projects related to floodplain regulation and development permits.
  • Assist the Assistant County Engineer with day‑to‑day operation of Permits & Construction staff, including operation of the online permitting system, providing technical information, updating form requirements, and coordinating with the software vendor.
  • Conduct permit and project inspections to ensure compliance with approved plans and permits.
  • Initiate enforcement actions when necessary to enforce county regulations.
  • Communicate with residents and contractors about permit requirements.
  • Assist with selection, training, and recommendation of new employees, transfers, or promotions.
  • Participate in emergency management activities during a local or state disaster as directed.

Minimum Job Requirements

Starting Salary Range: $36.13 – $45.16 per hour, based on qualifications.

Closing Date: Upon filling the position.
