Job summary

Job description

Job Responsibilities
  • Conduct research, analysis and evaluation to determine project feasibility.
  • Work with Programming Supervisor to develop project cost and benefits estimates to establish project worth and resource requirements.
  • Evaluate customer requirements, determine solutions, and make recommendations to customers.
  • Design and develop new computer applications, and maintain and modify existing applications to meet customer needs. Determine specifications, then plan, design and develop highly complex and critical software solutions, utilizing established software engineering processes.
  • Utilize a variety of platforms and utilities to deliver applications.
  • Test applications and recommend and/or implement modifications as applicable.
  • Develop enterprise level custom integration solutions between multiple applications by developing programming solutions and/or utilizing complex middleware products.
  • Develop custom interface solutions to provide extracted data and electronic data interchange between local and/or external entities.
  • Develop a working knowledge of assigned vendor application development environments to adequately apply and support patches, upgrades, customizations, etc.
  • Apply vendor application patches and upgrades, establish regression testing, coordinate with relevant parties and communicate with vendor to ensure highest level of integrity.
  • Develop component and data architecture design, and performance monitoring standards.
  • Develop custom reports, as required, to provide necessary reports not provided by baseline vendor applications. Utilize vendor development/reporting environment or department standardized reporting tool.
  • Analyze and resolve complex application support problems. Recreate problems to identify areas of concern and plan the full range of actions necessary to formulate a solution. Resolve the problem either programmatically or by explaining the process to the customer, whichever is appropriate, to accomplish the desired results.
  • Create and maintain program documentation, operations and run documentation, customer documentation, and online help for supported applications.
  • Plan, prepare, and implement data conversions as needed, based on new application implementation or changing county, state, or federal regulations. Provide analysis and programming effort for data cleansing and extraction of data.
  • Support multiple computer applications and act as primary contact for customer questions, problems, and requests for change. Provide backup support for multiple applications and be responsible for all problem resolution and/or modifications when primary support person is unavailable.
  • Develop and implement priorities for self and team members during application development, modifications, or problem resolution. Prepare reports and project charts as required for own and team activities, meetings, projects in progress and/or completed. Coordinate activities and review/test work of team members during application development, implementation, modification, or problem resolution, recommending modifications as necessary and ensuring that the customer’s requirements are satisfied.
  • Ensure that department standards and data integrity are maintained during application development, implementation, modification, or problem resolution.
  • Participate in training of customers and IT personnel for new and revised applications, or other software as needed.
  • Provide demos of supported systems and/or other software for customers and IT personnel.
  • Participate in evaluating the effectiveness of proposed vendor software products.
  • Participate in developing programming and development standards and procedures based on long-term IT organization strategy.
  • Research and maintain knowledge of emerging technologies applicable to the organization environment.
  • Be on-call 24/7 for all supported applications.
  • Participate in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
Minimum Job Requirements
  • Bachelor’s degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to 5 years required experience may be substituted for the Bachelor’s degree).
  • 5 years of relevant computer programming and system design experience, including one year of management, supervisory or team lead experience.
  • Thorough knowledge of programming and development standards and procedures as well as programming architectures.
  • Thorough knowledge of state-of-the-art programming languages and object-oriented approaches to designing, coding, testing and debugging programs.
  • Thorough knowledge of integration methodologies.
  • Proficient skill in translating highly complex concepts for peers and customers.
  • Ability to design, debug and maintain complex code, modules or applications.
  • Ability to complete work within specified project time schedules.
  • Excellent interpersonal skills and the ability to deal effectively with the public, other employees, employees in other departments, and elected officials.
  • Excellent verbal communication, written communication and organization skills required.
Salary

$40.47 - $50.59 hourly based on qualifications.
