Job summary

Vast, headquartered in Long Beach, California, seeks an experienced Proposal Manager to own the end-to-end proposal lifecycle for high-value DoW, IC, and commercial satellite bus opportunities. You will lead cross-functional teams, shape win strategies, and ensure full compliance with Section L/M requirements in a fast-paced, classified environment.

The role requires a TS/SCI clearance or eligibility, U.S. citizenship, and a bachelor’s degree in engineering, business, or writing, with about 10

Qualifications

• Bachelor’s degree in an engineering, business, or writing discipline.
• 10 years of proposal management experience with defense/IC.
• Familiarity with FAR 15.408 and cost/pricing data requirements.
• Experience with DoW/IC, IC, TS/SCI environments, and classified programs.

Responsibilities

• Lead the end-to-end proposal development process for DoW, IC, and commercial satellite bus pursuits.
• Develop win strategies and communicate strengths across proposal sections.
• Enforce schedules, compliance matrices, and win themes with senior leadership and cross-functional teams.
• Coordinate with technical, management, cost, and past performance volumes for full compliance.
• Manage proposal writers, SMEs, and graphics support; support classified efforts in SCIFs.
