Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a seasoned Program Manager & Operations Integration Lead to support USSF test campaigns and space mission areas from Colorado Springs.

The role emphasizes cross-site coordination, security posture, and embedded SME leadership. The ideal candidate holds an active TS/SCI clearance with a poly, a Master’s in a STEM/space discipline, and 10+ years of experience in DoW/IC system engineering and operations analysis.

Qualifications

• Current and active TS/SCI clearance; willingness to take a polygraph.
• Master’s degree in Science, Technology, Engineering, Mathematics, or Space-related discipline.
• 10+ years of leading and integrating DoW and IC system engineering, operations research, and/or cross-domain studies and analysis.
• Thorough understanding of USSF test & evaluation processes.
• Experience interacting with senior leadership and decision makers.

Responsibilities

• Provide technical program management and primary interfacing between SPA personnel and the client Program Manager.
• Attend Technical Exchange Meetings and support HEAT3 execution.
• Support requirements traceability, prioritization decisions, and acceptance criteria validation.
• Coordinate with internal leadership, teaming partners, and client to manage risks and issues.
• Oversee security coordination for CUAs/JUAs and remote deployments.
• Oversee SME and super-user support for the 3 TES environment and JSE integration.
• Report on results and insights to decision makers.
