Job summary

Northrop Grumman in San Diego, CA, seeks a seasoned Program Manager 2 to lead the Precision Structures team within Mission Enabling Products. This onsite role oversees cost, schedule, and technical performance, serving as the primary customer interface and guiding program reviews.

The candidate will establish milestones, manage risks, and coordinate resources across technical, operations, and administrative functions to deliver outcomes and ensure governance to master plans and schedules.

Qualifications

• Bachelor's degree in a STEM field with 10 years' related experience, or master's with 7 years' related experience.
• Experience in program management, engineering, or business management related functions.
• Minimum 5+ years of experience in program management.
• Strong interpersonal, communication and presentation skills to internal and external customers.
• Experience leading proposals, business plans, budgets and program budgets.
• Program Plan Development experience in budgets, EAC, MS Project IMS, risk management including risk mitigation.
• Demonstrated Program Execution and Performance.
• US Citizenship is required.

Responsibilities

• Cultivate customer relationships and identify opportunities within the customer community.
• Develop new business opportunities through long-term strategic planning and proposals.
• Establish a program organization addressing customer requirements and internal/external sub-organizations.
• Lead cross-functional IPTs to meet cost, schedule and technical objectives.
• Measure and report program performance.
• Deliver presentations to customers and executive management.
• Negotiate contracts, changes, budgets, and schedules.
• Develop design concepts and engineering efforts for R&D and test.
• Create and review the program Statement of Work.
• Identify, distribute and track program requirements.
• Manage program baselines and budget baselines with EVM or similar methods.
• Allocate and manage program resources including workforce planning.
• Manage Government/customer property and suppliers.
• Ensure adherence to processes and contract scope.
• Develop master plans and schedules; conduct risk management.
• Travel Approximately 10%.
