Job summary

The State of Ohio's Public Safety agency is seeking a Sourcing Planner to manage procurement activities for the Director's Office/Fiscal Services in Columbus. You will conduct market research, monitor suppliers, and optimize contract performance to achieve best value.

This full-time, onsite role offers 8:00am–5:00pm hours at the Charles D Shipley Building with competitive benefits and opportunities for advancement within state government.

Qualifications

  • Option routes include 42 months in purchasing/procurement/sourcing with spend analysis and vendor performance.
  • Undergraduate core in public or business administration with 18 months experience in purchasing/procurement/sourcing.
  • Graduate core in public or business administration with 6 months experience in purchasing/procurement/sourcing.
  • 24 months experience as Sourcing Analyst (64512).
  • 12 months experience as Senior Sourcing Analyst (64513).

Responsibilities

  • Conduct supply chain market research and monitor/respond to changes affecting supply and demand.
  • Monitor and review suppliers and identify where incumbents should be replaced or competed.
  • Review contract performance and initiate actions to improve performance.
  • Forecast trends to identify opportunities to consolidate buying power and negotiate terms.
  • Develop revised specifications for future bids and obtain competitive bids.

What you'll do as a Sourcing Planner:
  • Conduct supply chain market research & monitor/respond to changes affecting supply & demand (e.g., pricing; suppliers; market indicators; economic impact on future pricing); survey market conditions, historical spending & price trends).

  • Monitor & review individual suppliers & identify where incumbent suppliers should be replaced or competed across portfolio of contracts.

  • Track & review exceptions, performance, lapses & other ongoing issues/outcomes across portfolio contracts (e.g., initiate appropriate action to improve performance (i.e., exception reports; negotiations; reconciliations; conferences); identify options for repeated performance lapses of suppliers holding multiple contracts; independently records contract terms & renewal options).

  • Review sourcing history (e.g., travel; preference programs; information technology) & forecast trends to identify opportunities to consolidate buying power & negotiate more favorable terms & costs.

  • Develop revised specifications to be included in future bids &/or amendments; Find creative ways to obtain competitive bids & eliminate sole & single source purchases.

Qualifications

Option 1:

42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
Option 2:

completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.
Option 3:

Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
Option 4:

24 mos. exp. as Sourcing Analyst, 64512.
Option 5:

12 mos. exp. as Senior Sourcing Analyst, 64513.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
