In this position, you’ll research and plan purchasing strategies by reviewing historical buying patterns, understanding future needs, and coordinating with subject matter experts to determine the best approach for each project. You’ll assess requirements, develop timelines, and carry out steps that help ensure projects are completed smoothly and on schedule. You’ll conduct supply‑chain market research, monitor vendor performance, and analyze trends to identify opportunities to improve pricing and consolidate buying power. You’ll oversee OOD’s recurring purchases, review and approve requisitions, and submit Requests to Purchase to the Ohio Department of Administrative Services. You’ll also look for ways to expand Minority Business Enterprise (MBE) and Encouraging Diversity Growth and Equity (EDGE) spending opportunities.
Beyond planning, you’ll help build and manage a contract portfolio by confirming that contracts meet program needs, evaluating quotes and proposals, drafting contract documents, and working with vendors, legal counsel, and other government partners. You’ll negotiate initial awards and renewals and stay informed about market changes that may affect cost or availability. You’ll also monitor contract performance, review compliance with state and federal policies, and recommend improvements based on best practices. Your work will strengthen OOD’s purchasing processes and help ensure that public funds are used responsibly and effectively.
Tobe successful in this role, you’ll need knowledge of budgeting, accounting, business practices, and government purchasing procedures, alongwith the ability to apply agency policies and understand state and federal rules related to fiscal operations. Strong skills in word processing and office technologies—including Microsoft Office, Ohio Administrative Knowledge System Business Intelligence (OAKS) BI Reporting, and Ohio‑Buys—are important. Successful candidates need to be able to define problems, collect and analyze data, calculate figures such as fractions and percentages, and prepare clear reports. Success also depends on strong communication and interpersonal abilities, especially when working with vendors, staff, and partners across different levels of government.
