Job summary

Choctaw Global is seeking a Software Test Development & Evaluation Manager to lead testing and evaluation for the WIC Overseas Program in a hybrid environment. You will guide cross-functional teams, develop test strategies, and ensure regulatory and quality compliance while delivering contract deliverables.

The ideal candidate brings SDLC, QA, data analysis, and program management expertise, with DoD/government and healthcare program experience preferred.

Qualifications

• Bachelor’s degree in a related field.
• 5–8 years of progressive experience in program management, SDLC, testing, or related discipline.
• Experience overseeing software development, testing, evaluation, or system enhancement activities.
• Experience leading cross-functional technical teams and managing multiple projects.
• Experience developing and evaluating performance metrics and QC processes.
• Ability to pass background investigations and obtain required security clearance.

Responsibilities

• Lead planning, development, execution, and evaluation of software testing and QA activities.
• Oversee cross-functional teams supporting development, testing, evaluation, and system enhancement.
• Develop test strategies, plans, cases, evaluation methodologies, and QC processes.
• Establish testing standards, procedures, and best practices.
• Evaluate software for functionality, performance, usability, security, and reliability.
• Monitor milestones, deployment, testing schedules, and deliverables.
• Prepare technical reports and contract deliverables for leadership.
• Provide technical leadership, mentoring, and guidance.
