Job summary

Choctaw Advantage Solutions (CAS) seeks a Software Test Development & Evaluation Manager to lead planning, execution, and evaluation of software testing for the WIC Overseas Program, supporting the DoD and related offices. You will drive quality control and testing standards across multi-disciplinary teams.

The role emphasizes SDLC, system evaluation, data analysis, and program management, including regulatory compliance and technical leadership.

Qualifications

Bachelor’s degree in Computer Science, Information Technology, Public Health, Health Information Technology, or a related field.
58 years of progressive experience in program management, SDLC, software testing and evaluation, systems analysis, technology program management, or a related discipline.
Experience overseeing software development, testing, evaluation, implementation, or system enhancement.
Experience leading cross-functional technical teams and managing multiple projects, priorities, schedules, and deliverables.
Experience developing and evaluating qualitative and quantitative performance metrics, data analysis, and QC processes.
Experience evaluating software against user requirements, objectives, performance standards, regulatory or contractual requirements.
Experience with SDLC methodologies and software quality assurance practices.
Strong understanding of software testing principles, test planning, defect management, system evaluation, and quality control.
Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
Experience with MS Project, database apps, project management tools, data analysis tools.
Strong written and verbal communication, ability to prepare technical documentation and reports.
Strong analytical, organizational, problem-solving, and decision-making skills.
Ability to manage competing priorities and deadlines.
Ability to pass background investigations and obtain security clearance.

Responsibilities

Lead the planning, development, execution, and evaluation of software testing and quality assurance activities.
Manage cross-functional teams supporting software development, testing, evaluation, implementation, and system enhancement.
Develop and maintain test strategies, test plans, test cases, evaluation methodologies, and quality control processes.
Establish software testing standards, procedures, and best practices.
Evaluate software solutions for functionality, performance, usability, security, scalability, reliability, and alignment with user requirements.
Monitor development activities, milestones, deployment, testing schedules, and deliverables.
Track defects, system issues, risks, and performance concerns through resolution.
Analyze data, testing results, system performance metrics, and QC findings.
Develop performance metrics and evaluation methodologies to measure system effectiveness and identify improvement opportunities.
Ensure activities comply with organizational, contractual, regulatory, security, and industry requirements.
Coordinate with developers, engineers, PMs, stakeholders, Government representatives, and end users throughout the life cycle.
Review requirements and ensure traceability between user requirements, system functionality, testing activities, and results.
Prepare technical reports, presentations, assessments, and contract deliverables for leadership.
Identify opportunities to improve processes and outcomes.
Provide technical leadership, mentoring, and guidance to team members.
Support audits, inspections, system reviews, program evaluations, and Government data calls.
Perform other duties as assigned to support objectives.
