GovCIO is seeking a Software Engineer SME to provide Containerized Applications Specialist support for NCIS systems in Quantico, VA. This hybrid role will be onsite 100% for the first few months.

Responsibilities include designing, coding, and upgrading applications, ensuring compliance, and preparing documentation. You will help convert existing apps to containerized architectures and support deployment in diverse environments.

Qualifications

• Active Top Secret/SCI clearance required.
• Experience in secure full-stack development incl. relational and NoSQL databases.
• Experience with containerization and IaC tooling (DockerFiles, CI/CD).
• Experience integrating apps with service meshes and discovery tools.
• Experience with secure credential management (Vault, Key Vault).
• Ability to adapt to multiple languages/OS/environments and guide others.

Job description

GovCIO is currently hiring for Software Engineer SME to provide Containerized Applications Specialist support for NCIS systems. This position will be located in Quantico, VAand will be a hybrid position expected to be onsite 100% for the first few months.

Responsibilities

Builds and codes applications and/or modules using languages such as C++, visual basic, ABAP, JAVA, XTML, etc. Provides patches and upgrades to existing systems. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. May design graphical user interface (GUI) to meet the specific needs of users. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. May build add-on modules using application program language.

• Designs and codes applications following specifications using the appropriate tools.
• Maintains and modifies existing software applications.
• Analyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
• Performs modifications to and maintenance of operational programs and procedures.
• Participates in code reviews to represent reviewed work for adherence to standards and specifications.
• Writes or revises program documentation, operations documentation and user guides in accordance with standards.

The Containerized Applications Specialist SME Software Engineer for this effort will be responsible for assisting Mission Application developers with converting existing applications to use a containerization-oriented application paradigm, structuring such applications for readiness in SCCA-compliant environments and ensuring compatibility with tools and technologies at a high level in order to support deployment against various environments and toolsets.

Qualifications

High School with 10+ years (or commensurate experience)

Required Skills and Experience

• Clearance Required: Top Secret/SCI
• Expertise in Secure Software Development across a full-stack domain, including database (relational and NoSQL) and application development (compiled and interpreted languages) with a focus on developing apps for containerization
• Expertise in managing/maintaining container configuration IAC components such as DockerFiles and integrating such capabilities with source control and CI/CD solutions (GitHub/GitLab/Azure DevOps etc)
• Expertise in integrating applications with Service Mesh and Discovery tools such as HashiCorp Consul, Apache Zookeeper, AWS Cloud Map, or similar
• Expertise with secure credential management for applications (such as BitWarden, HashiCorp Vault, Azure Key Vault, and similar)
• Candidates must be comfortable applying software engineering principles to disparate languages, operating systems, and hosting environments holistically, learning new technologies as needed to support emergent mission needs, and providing guidance to Mission Application developers to build a culture of implementation-agnostic development across the enterprise.

Preferred Skills and Experience

• Expertise with developing and maintaining microservices.
