This position within Child Welfare is responsible for supporting the development, implementation, and ongoing operation of statewide programs and activities related to applying for, and management of, earned federal survivors' benefits administered by the Social Security Administration (SSA), the Department of Veterans Affairs (VA), or the Railroad Retirement Board (RRB) on behalf of children in the custody of DCFS.

The incumbent must have a foundational knowledge of statewide child welfare programs, basic understanding of requirements and regulations regarding earned federal survivors' benefits, and strong analytical and organizational skills to support statewide program operations and improvement.

AN IDEAL CANDIDATE SHOULD POSSESS THE FOLLOWING COMPETENCIES:

  • Six years of full-time experience in any field; OR

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Screens children in DCFS custody to determine whether they are receiving or may be eligible to receive earned federal survivors' benefits administered by SSA, VA, or RRB. Upon a determination that a child may eligible for earned federal survivors' benefits, takes the appropriate steps to apply for, or assist the representative payee in applying for, such benefits on behalf of the child.
  • For children receiving earned federal survivors' benefits, takes the appropriate steps to maintain and manage, or assist the representative payee in maintaining and managing, such benefits on behalf of the child. Supports the provision of an annual accounting for children in custody receiving earned federal survivors' benefits.
  • Provides technical assistance to regional offices, representative payees, and external stakeholders regarding earned federal survivors' benefits for children in the custody of DCFS.
  • Maintains accurate records regarding eligibility screenings, applications, payments, and other activities related to earned federal survivors' benefits for children in the custody of DCFS and supports audit readiness by ensuring documentation is complete and consistent with State and Federal requirements.
  • The incumbent performs other duties as assigned by the Child Welfare Manager(s), Deputy Assistant Secretary, Assistant Secretary of Child Welfare, Undersecretary, Deputy Secretary, and/or Secretary
Position-Specific Details:

Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Career Progression: This position may be filled as a Social Services Analyst 1-3, depending on selected applicant.

Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.

Compensation: The referenced position has a Special Entrance Rate (SER) see below:

  • Social Services Analyst 1 - SER: $16.42 hourly (Pay Level SS-410)
  • Social Services Analyst 2 - SER: $17.56 hourly (Pay Level SS-411)
  • Social Service Analyst 3 - SER: $21.27 hourly (Pay Level SS-413)

Work Location: Baton Rouge, La- State Office

Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
