Job summary

The Commonwealth of Pennsylvania's Office of Business Inclusion and Supplier Development (BISD) seeks a Small Business Analyst (Equal Opportunity Specialist 2) to expand contracting opportunities for small, diverse, and veteran-owned businesses. Qualifications

One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration).
Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration).
Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree.
An equivalent combination of experience and training.

Responsibilities

Goal setting analytics using project scopes, cost estimates, and historical spend data.
Contract analysis across contracts including construction, professional services, and goods procurement.
Vendor assistance with certifications, contract navigation, and Good Faith Effort documentation.
Internal client liaison with procurement and project managers.
Outreach and education at industry events and agency trainings.
Evaluate subcontracting plans and advise on waiver determinations.
