Job summary

Qualifications

  • 5-7+ years of QA/QC experience on large industrial, utility, or power generation construction projects.

  • Hydrostatic and pressure testing.
  • Strong knowledge of ASME B31.1 (Power Piping) and ASME B31.3 (Process Piping).

Job description

Our client is seeking an experienced QA/QC Site Manager to support the construction of a new simple-cycle combustion turbine power generation facility in Tracy, Minnesota. This role will serve as the primary on-site quality resource, providing oversight of quality assurance and quality control activities for an EPC-executed project.

The QA/QC Site Manager will work closely with EPC contractors, construction teams, inspectors, and equipment vendors to ensure all work complies with project specifications, applicable codes and standards, and owner quality requirements.

Responsibilities
Quality Oversight & Compliance
  • Serve as the on-site QA/QC lead for the construction of a greenfield combustion turbine facility.
  • Review and evaluate EPC quality programs, procedures, and quality management systems.
  • Review and approve Inspection and Test Plans (ITPs).
  • Verify appropriate hold points and witness points for shop and field activities.
  • Ensure quality plans align with project requirements, industry standards, and regulatory codes.
  • Verify compliance with ASME B31.1 (Power Piping) and ASME B31.3 (Process Piping).
Field Audits & Inspections
  • Conduct field audits and site inspections to ensure contractors and subcontractors follow approved QA/QC procedures.
  • Confirm compliance with project specifications, drawings, and applicable codes and standards.
  • Monitor quality activities across civil, mechanical, and electrical scopes.
  • Review inspection documentation for completeness and accuracy.
  • Provide technical guidance and quality-focused coaching to project teams.
  • Witness and oversee:
  • Welding activities and code compliance
  • Hydrostatic and pressure testing
  • Piping fabrication and installation activities
Documentation & Project Turnover
  • Review turnover and handover documentation packages.
  • Verify completion, accuracy, and traceability of required quality records.
  • Support the resolution of non-conformances and quality-related issues with contractors and vendors.
  • Maintain QA/QC records, reports, and project documentation using Microsoft Office and project management systems.
Stakeholder Collaboration
  • Partner with EPC quality leadership, construction management, field supervision, and inspection teams.
  • Coordinate with equipment manufacturers, suppliers, and subcontractors on quality-related matters.
  • Provide subject matter expertise on codes, standards, drawings, and quality requirements.
  • Influence project outcomes through technical leadership and collaboration without direct supervisory authority.
Required Qualifications
Experience
  • 5-7+ years of QA/QC experience on large industrial, utility, or power generation construction projects.
  • Hands‑on experience with:
  • Welding inspection and code compliance
  • Piping fabrication and installation quality oversight
  • Hydrostatic and pressure testing
  • Previous experience in roles such as:
  • QA/QC Manager
  • Quality Engineer
  • Quality Representative
  • Quality Oversight/Surveillance Specialist
  • Similar quality leadership positions
Technical Knowledge
  • Strong knowledge of:
  • ASME B31.1 (Power Piping)
  • ASME B31.3 (Process Piping)
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, Teams, and SharePoint.
  • Ability to learn and utilize project-specific systems and field applications.

  • Excellent written and verbal communication skills.

  • Demonstrated initiative, accountability, and attention to detail.

  • Experience supporting EPC‑executed power generation projects.
  • Experience working directly with utility owners, major equipment vendors, and construction inspection teams.
  • Previous involvement in greenfield industrial or energy infrastructure projects.
