Land Development Services (LDS) oversees land development and building codes, ensuring safety and environmental protection through review, permitting, and inspection of construction projects. LDS also plays a vital role in economic development, handling over 30,000 plan submissions, issuing nearly 70,000 permits, and conducting over 220,000 inspections annually. Position Overview

Under senior leadership, this role serves as an assistant division director overseeing complex engineering work with broad public safety implications. Responsibilities include regulatory compliance, planning, budgeting, scheduling, and team management. The role involves guiding site review teams, developing technical expertise, establishing procedures, managing process improvements, and acting as the lead product owner for site review systems. The position requires evaluating complex code compliance issues, fostering stakeholder relationships, managing budgets, and delivering exceptional customer service through various channels.

Employment Standards

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a bachelor’s degree in engineering or architecture.
  • At least five years of progressively responsible professional experience in the relevant field, including two years of supervisory experience.
  • Valid Virginia Professional Engineer or Architect license.

Certificates and Licenses Required:

  • Driver's License
  • Professional Engineer - PE (VA)
  • Certified Floodplain Manager (CFM) within 9 months of hire
  • DEQ - DUAL Program Administrator certification within 12 months
  • DEQ - DUAL Plan Reviewer certification within 12 months

Necessary Special Requirements: Successful completion of criminal background, driving record, and credit checks. The position is essential personnel, requiring reporting during emergencies.

Preferred Qualifications:

  • Five or more years of supervisory experience
  • Experience working with local boards, commissions, or elected officials
  • Experience in customer service and site plan review

Physical Requirements: Ability to drive, operate equipment, and perform site visits, with or without accommodations.

Selection Procedure: Panel interview possibly including a practical exercise.
