Responsibilities

• Use U.S. Navy VAMOSC databases and OSCAM models for O&M costing tasks.
• Develop program life cycle cost estimates and conduct tradeoff studies for surface ships and submarines.

Position Summary

The Ship Cost Estimator (SCE) – Junior is a Non-Key Personnel position supporting Team Blackwatchs NAVSEA PMS 470 (BBGN) Professional Support Services – N0016426R3120 contract, aligned to Task 5 – Integrated Performance Analysis, cost estimating (SOW 4.5.3). This position is based in DC Metro Area and requires an active SECRET/CONFIDENTIAL security clearance.

Essential Duties and Responsibilities

• A ship cost estimator provides cost related analysis and assessments of ships, submarines, and related ship systems.
• A ship cost estimator also provides technical expertise, performs parametric tradeoff studies, and assesses cost estimates.
• A ship cost estimator is proficient with using modern computational tools and spreadsheets to conduct cost assessments.
• Typical tools include the USN’s Visibility and Management of Operating Costs (VAMOSC) databases and Operating and Support Cost Analysis Model (OSCAM) suite of cost models for a variety of Operations and Support (O&M) costing tasks.
• A ship cost estimator develops program life cycle cost estimates and performs concepts and technology tradeoff studies for surface ship and submarine programs.

Required Qualifications

• Minimum Relevant Experience: >1 years
• Active SECRET/CONFIDENTIAL security clearance.

Preferred Qualifications

• Preferred Relevant Experience: 4 years
• Preferred Specialized Experience: 1-year relevant professional experience
