Job summary

Blackwatch International Corporation in the DC Metro Area is seeking a Ship Cost Estimator (SCE) - Low Senior to support NAVSEA PMS 470 contract. This full-time professional role requires an active SECRET security clearance and a strong background in cost analysis.

The candidate will perform cost-related assessments for ships and related systems, develop life cycle estimates, and apply parametric trade studies using tools such as OSCAM and VAMOSC as part of integrated performance analysis.

Qualifications

• Bachelor’s degree in finance, Math, Economics, Engineering, or Naval Architecture.
• Minimum Relevant Experience: >10 years.
• Active SECRET security clearance.

Responsibilities

• A ship cost estimator provides cost related analysis and assessments of ships, submarines, and related ship systems.
• A ship cost estimator provides technical expertise, performs parametric tradeoff studies, and assesses cost estimates.
• A ship cost estimator is proficient with using modern computational tools and spreadsheets to conduct cost assessments.
• Typical tools include the USN's VAMOSC databases and OSCAM suite of cost models for a variety of O&M costing tasks.
• A ship cost estimator develops program life cycle cost estimates and performs concepts and technology tradeoff studies.

This position is based in DC Metro Area and requires an active SECRET security clearance.

Essential Duties and Responsibilities

• A ship cost estimator provides cost related analysis and assessments of ships, submarines, and related ship systems.
• A ship cost estimator also provides technical expertise, performs parametric tradeoff studies, and assesses cost estimates.
• A ship cost estimator is proficient with using modern computational tools and spreadsheets to conduct cost assessments.
• Typical tools include the USN's Visibility and Management of Operating Costs (VAMOSC) databases and Operating and Support Cost Analysis Model (OSCAM) suite of cost models for a variety of Operations and Support (O&M) costing tasks.
• A ship cost estimator develops program life cycle cost estimates and performs concepts and technology tradeoff studies for surface ship and submarine programs.

Required Qualifications

• Education: Bachelor’s degree in finance, Math, Economics, Engineering, or Naval Architecture
• Minimum Relevant Experience: >10 years
• Active SECRET security clearance.

Preferred Qualifications

• Preferred Relevant Experience: 15 years
• Preferred Specialized Experience: 15 years relevant professional experience
