Job summary

GoIntellects Inc. seeks a senior Program Manager to lead the Web Portfolio across the DC government web ecosystem. You will drive program governance, visibility, and delivery oversight for the dc.gov redesign and related agency web efforts, including AI-powered search initiatives.

You will coordinate with OCTO leadership, SMEs, and external vendors to ensure defined scopes, milestones, and timely delivery across multiple sub-projects, maintaining a current picture of status for leadership review.

Qualifications

Translate technical and business requirements into actionable project scope with SMEs.
Experience supporting scope development for external vendor contracts (SOWs, deliverables, acceptance criteria).
Experience managing a multi-project portfolio with PM tooling and reporting cadence.
Bachelor's degree in a related field or equivalent experience.

Responsibilities

Establish and maintain a portfolio-wide tracking system (RAID, milestones, dashboard).
Run recurring status reporting cadence to OCTO leadership across the portfolio.
Define project requirements and scope with OCTO SMEs, including external vendor involvement.
Advise on vendor/contract scoping and deliverables per government procurement norms.
Track risks, issues, dependencies and action items; escalate as needed.
Report on status, milestones, and delivery readiness across the portfolio.
