Job summary

The Regents of the University of California on behalf of their Los Angeles Campus is seeking a Water Resources Manager within Energy Services & Building Controls (ES&BC) to lead campus potable water, sewer, and wastewater utility services.

Reporting to the ES&BC Director, the role focuses on regulatory compliance, conservation program tracking, and supporting water-related capital and rate‑reform initiatives.

Qualifications

• Minimum 5 years progressive experience in energy management, facilities engineering, utility operations, or capital program management.
• Program/Project Management experience with multi-year capital programs, budget oversight, schedule management, and cross-functional coordination.
• Technical domain knowledge of HVAC and building service systems, building automation/DDC systems, and utility operations.
• Experience with metering systems, EnergyCap or equivalent, and energy/water data analysis.
• Contract administration experience supporting or administering service contracts (preferred).
• UC/public-sector procurement familiarity (preferred).
• Ability to analyze complex data and communicate conclusions clearly to diverse audiences.
• Strong program and project management skills with ability to handle multiple initiatives.

Responsibilities

• Manage campus potable water, sewer, and wastewater utility services and coordination with LADWP and LA Sanitation.
• Oversee budgets, billing, and recharge reconciliation; support cost-of-service rate studies and metering expansion programs.
• Support department's water/sewer cost-of-service rate study and metering expansion program.
• Track water conservation program performance and coordinate with Grounds and FM units on irrigation and landscape water use.
• Coordinate with Capital Programs, FM Finance, Procurement, and campus sustainability stakeholders on water-related initiatives.
