Job summary

The City of Houston is seeking an experienced professional to oversee the development and administration of contracts for the water distribution system. You will manage bid preparation, coordinate multiple contracts, and monitor contractor performance with a focus on compliance and budgeting.

You will act as a liaison between City personnel, contractors, and outside agencies, supervise staff, and ensure effective project delivery in a dynamic, on-site environment at Houston Public Works.

Qualifications

• Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or closely related field.
• Six years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or related field.
• Master's degree may substitute for two years of experience.
• Directly related professional architectural, construction or landscape design experience may substitute for education on a year-for-year basis.

Responsibilities

• Oversee development and administration of contracts for repair, maintenance, and condition assessment of the water distribution system.
• Manage preparation, planning, and submission of contracts for bid.
• Provide oversight and coordination of multiple contracts of various amounts.
• Review, manage, and track contractor performance and submittals for compliance.
• Monitor budget status and contract documentation; maintain project records and reporting.
• Serve as liaison between City personnel, contractors, and outside agencies.
