Job summary

InterAgency Inc. seeks a licensed Senior Professional Engineer with extensive pipe experience to support linear water infrastructure program management for DC Water.

You will oversee planning, condition assessment, renewal strategy, and technical review, and seal deliverables as needed while guiding a team. The role requires PE licensure (DC preferred), 10+ years in water transmission and large-diameter pipe, strong writing, and the ability to mentor staff and coordinate with clients.

Qualifications

• Bachelor’s degree in Civil Engineering and PE license required.
• 10+ years in planning, design, or condition assessment of water transmission/transport infrastructure, incl. large-diameter pipe.
• Experience translating condition data into renewal recommendations and capital scopes.
• Experience preparing construction cost opinions for linear projects.
• Strong technical writing skills and ability to present findings to utility staff and leadership.

Responsibilities

• Plan and update CIP/linear facilities plans using data, hydraulic models, and GIS to define renewal strategies.
• Develop risk-based prioritization, validate project scopes, budgets, sequencing, and schedules.
• Conduct condition assessments and oversee corrosion protection evaluations.
• Prepare, peer-review, seal memoranda, drawings, reports, RFIs, and cost opinions; mentor junior staff.
• Plan shutdowns/sequences with operations teams; provide rapid engineering support during main breaks and emergencies.
