Senior Transportation Planner — Rail CBTC Upgrade

Job summary

City and County of San Francisco is seeking a Transportation Planner III to oversee planning for the Train Control Upgrade Project (TCUP). You will help procure, deploy, install and test the CBTC system, guiding budgets, schedules and stakeholder engagement.

Reporting to the Deputy Project Manager, you will supervise planners, craft procurement plans, support grant applications and coordinate with vendors, staff, and external agencies to ensure a successful project delivery by 2032.

Qualifications

• Master’s degree or higher in planning, transportation, transportation engineering, public administration or closely related field and two years of transportation planning experience; OR a bachelor’s degree and four years of transportation planning experience (two at a professional level).
• Substitution allows more experience in lieu of degree per MQ #2.

Responsibilities

• Develops and maintains the capital plan for the Train Control Upgrade Project, coordinating with funding agencies and capital planning staff.
• Maintains project budget and forecasts expenditures to support cashflow.
• Collaborates with Communications, Government Affairs and boards to support legislative actions and approvals.
• Prepares project planning documents, such as PM and QA plans, and drafts grant applications.
• Reviews contract deliverables and coordinates SME input for key project design documents.
• Supervises and directs work of other project planners and ensures timely deliverables.
