The Associate Transportation Planner position takes the lead on managing complex transportation planning projects in the Traffic and Transportation Planning division.
The Senior Transportation Planner manages, coordinates, and supervises the performance of a variety of advanced City transportation planning assignments; reviews complex traffic impact studies and related environmental documents; and provides supervision, team leadership and guidance on projects in the Traffic and Transportation Planning division.
DUTIES AND RESPONSIBILITIES:
Associate Transportation Planner:
• Conducts transportation planning studies and analyses; recommends and implements long-range planning strategies to complex transportation planning issues; ensures compliance with the General Plan; Circulation Element; Unified Development Code; and federal, state and local laws
• Receives and reviews applications for planned developments, tentative tract and parcel maps, zone changes, and conditional use permits; establishes conditions for project approval by analyzing projects with respect to relevant City policies, ordinances and regulations; reviews final working drawings to ensure compliance with approved projects and conditions
• Develops and coordinates transportation planning programs, including non-motorized transportation planning and the City’s Bridge and Thoroughfare District program
• Provides information and assistance to member agencies, outside agencies, and the public regarding transportation planning projects and programs; meets and consults with governmental officials on transportation planning related matters, including non-motorized transportation and roadways
• Makes recommendations on transportation planning policies, procedures and programs; develops and recommends new programs and methods for accomplishing planning goals
• Collects complex data and prepares transportation staff reports, plans, and other documents
• Maintains the City’s travel demand model and traffic collision database; performs complex research and analysis on collision history and patterns; develops recommendations for roadway improvements; prepares roadway mitigation programs.
• Facilitates and leads discussions and presentations with City staff, developers, property owners, community groups, Planning Commission, and City Council on transportation planning projects and issues
• Produces, monitors, and completes all aspects involving grants, including the Local Highway Safety Improvement Program (HSIP), State Transportation Improvement Program (STIP), Active Transportation Program (ATP), and Southern California Association of Governments Call for Projects, among others
• Other duties as assigned
Senior Transportation Planner:
In addition to the to the job duties and responsibilities listed for the Associate Transportation Planner, this level:
• Supervises assigned employees within the Traffic division; establishes goals and professional development opportunities for employees; trains, develops, and mentors
• Plans, organizes, and performs complex professional regional transportation planning work, including reviewing traffic and environmental impact studies
• Procures and manages consultant contracts associated with transportation planning and policy studies
• Establishes and develops work programs, methodologies, and project schedules
• Performs complex and sensitive transportation planning work, including long-range transportation planning, recommending circulation improvements, and analyzing traffic and environmental impact studies
• Advises and assists public and management officials with respect to community transportation planning issues and problems, pending cases, and the application of established City policies and ordinances
• Assists with the preparation of department and program budgets; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; assists in monitoring and tracking the approved budget
Associate Transportation Planner:
• Bachelor’s degree in urban or transportation planning, public administration, or a related field
• Three years of increasingly responsible experience in municipal and/or regional transportation planning or directly related experience
• Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
• Valid American Institute of Certified Planners (AICP) certification is desirable
• A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
Senior Transportation Planner
• Bachelor's Degree in urban or transportation planning, public administration, or a related field
• Four years of increasingly responsible experience in municipal and/or regional transportation planning or directly related experience
• A Master's Degree in a related field and AICP certification are highly desirable
• One year of supervisory experience
• Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
• A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
• Knowledge of principles, practices and techniques of developing, implementing, and maintaining regional transportation plans, programs and projects
• Knowledge of traffic and transportation standard practices and the ability to ensure compliance with City, state, and federal codes and regulations
• Knowledge of Transportation Demand Management planning and evaluation techniques
• Strong leadership skills and the ability to supervise, mentor, and train employees; establish employee goals and priorities; evaluate and provide constructive feedback on employee performance; and quickly and effectively address and resolve poor performance issues
• Strong verbal communication skills and the ability to make clear presentations regarding complex transportation planning issues in a way that represents a positive City image to the public and the development community
• Strong written communication skills and the ability to write clear, concise, detailed correspondence and reports representing a thorough analysis of transportation planning principles
• Strong strategic planning skills and the ability to analyze complex transportation planning and traffic-related issues, be an innovative and strategic thinker, provide sound short- and long-term transportation planning solutions, and review and evaluate planning, zoning, and development plans and ensure compliance with transportation planning policies and planning laws
• Strong interpersonal skills and the ability to develop and maintain effective working relationships with City staff, developers, outside agencies, and members of the public
• Strong teamwork skills and the ability to work independently and as part of a collaborative team
• Strong organizational skills and the ability to effectively prioritize workload, coordinate multiple projects simultaneously, and consistently meet time-sensitive deadlines
• Strong project management skills, including the ability to evaluate transportation planning needs, make sound decisions, manage resources, implement directives, and meet critical deadlines
• Strong customer service skills and the ability to interact with people in a tactful, professional, and helpful manner
• Strong work ethic and the ability to conduct oneself in a professional and ethical manner
• Strong mathematical skills and the ability to read figures quickly and accurately, solve mathematical calculations, and knowledge of statistical methods and research techniques
• Ability to accurately interpret and understand traffic impact studies and environmental impact reports
• Strong computer skills and the ability to produce work in computerized systems and applications, including CUBE traffic modeling and Microsoft Excel, Word, and Outlook
• The ability to drag, push files, paper, and documents weighing up to 25 pounds

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
