Job summary

Horrocks is seeking a Senior Transportation Planner to lead active transportation, trail, and multimodal projects across Utah and the Intermountain West. The ideal candidate will combine technical expertise with planning-level work to improve mobility, connectivity, and quality of life.

The role emphasizes mentoring junior staff, coordinating with multidisciplinary teams, and driving business development while delivering high-quality planning documents and public presentations.

Qualifications

• Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, or a related field (required)
• 15+ years of experience in transportation planning and/or multimodal project development
• Experience managing active transportation, trails, or multimodal projects
• Strong understanding of current national and local guidelines for bicycle and pedestrian facilities
• Proficiency in GIS and/or transportation planning and analysis tools
• Experience preparing and reviewing technical reports, studies, and planning documentation
• Strong written and verbal communication skills, including presenting to clients and stakeholders
• Ability to work across multiple phases of planning projects
• Self-motivated with strong organizational skills
• Ability to work independently and collaboratively in a team environment

Responsibilities

• Lead planning and development of active transportation facilities including trails and bike lanes
• Manage corridor studies and NEPA/PEL-related planning efforts
• Prepare and review technical memoranda, reports, and planning documents
• Coordinate with multidisciplinary teams across traffic, drainage, roadway, structures, utilities and ROW
• Lead project management: scope, schedule, budget, and quality control
• Analyze mobility data to inform planning recommendations
• Public and stakeholder engagement through meetings and workshops
• Communicate technical information through clear deliverables and presentations
• Mentor junior staff and support a collaborative team environment
• Lead business development and client relationship efforts as appropriate
