Job summary

Horrocks seeks a Senior Transportation Planner to lead active transportation, trail, and multimodal planning across Utah and the Intermountain West. The role blends technical work with planning leadership and community mobility improvement.

The candidate should have 15+ years in transportation planning, strong GIS skills, and experience with public engagement and cross-disciplinary teams.

Qualifications

• Bachelor’s degree in Urban/Transportation Planning or Civil Engineering required.
• 15+ years of experience in transportation planning and/or multimodal project development.
• Experience managing active transportation, trails, or multimodal projects.
• Strong understanding of national and local guidelines for bike/pedestrian facilities.
• Proficiency in GIS and transportation planning/analysis tools.
• Experience preparing and reviewing technical reports and planning documents.
• Strong written and verbal communication skills for clients and public audiences.
• Ability to work across multiple phases of planning projects.
• Self-motivated with strong organization and attention to detail.
• Ability to work independently and as part of a team.

Responsibilities

• Lead and support planning of active transportation facilities like trails, bike lanes, and complete streets.
• Manage corridor and active transportation studies, NEPA/PEL planning.
• Prepare and review technical memos, reports, and planning docs.
• Lead multidisciplinary teams across traffic, drainage, roadway, structures, utilities, and ROW.
• Lead project management: scope, schedule, budget, QA.
