Job summary

Horrocks is seeking a Senior Transportation Planner to support and lead active transportation, trail, and multimodal projects across Utah and the Intermountain West. The role blends technical work with planning leadership to improve mobility and quality of life through trails and complete streets.

The candidate will mentor junior staff, manage scoping, scheduling, and budgets, and engage with clients and the public to advance projects from concept to completion.

Qualifications

• Bachelor’s degree in Urban Planning, Transportation Planning, Civil Engineering, or a related field.
• 15+ years of experience in transportation planning and/or multimodal project development.
• Experience managing active transportation, trails, or multimodal projects.
• Proficiency with GIS and transportation planning/analysis tools.
• Strong written and verbal communication, including client and stakeholder presentations.

Responsibilities

• Lead and support planning of active transportation facilities and complete streets.
• Manage corridor studies, concept studies, and NEPA/PEL related planning efforts.
• Prepare technical memoranda, reports, and planning documents.
• Coordinate with multidisciplinary teams across engineering disciplines.
• Lead project management: scope, schedule, budget, quality control.
• Analyze mobility data to inform planning recommendations.
• Engage with the public and stakeholders through meetings and presentations.
• Communicate technical information clearly in writing and verbally.
• Mentor junior staff and contribute to a collaborative team environment.
• Lead business development and client relationships as appropriate.
