Job summary

Horrocks seeks a Senior Transportation Planner to lead and support active transportation, trail, and multimodal projects across Utah and the Intermountain West. The role balances technical work with planning-level tasks and aims to improve mobility and quality of life through trails and complete streets.

The ideal candidate has 15+ years in transportation planning, GIS proficiency, strong communication skills, and experience mentoring staff, with opportunity for leadership and business

Qualifications

• Bachelor's degree in urban/transportation planning, civil engineering, or related field.
• 15+ years of experience in transportation planning and/or multimodal project development.
• Experience managing active transportation, trails, or multimodal projects.
• Strong understanding of national and local guidelines for bicycle/pedestrian facilities.
• Proficiency in GIS and transportation planning tools.
• Experience preparing and reviewing technical reports and planning documents.
• Strong written and verbal communication, with client/stakeholder presentation experience.
• Ability to work across multiple planning phases.
• Self-motivated with organizational skills and attention to detail.
• Ability to work independently and in a team.

Responsibilities

• Lead planning and development of active transportation facilities such as trails, shared-use paths, and bike lanes.
• Manage corridor and feasibility studies, NEPA/PEL-related planning efforts, and multimodal plans.
• Prepare and review technical memoranda, reports, and planning documents.
• Coordinate with multidisciplinary teams including traffic, drainage, structures, and utilities.
• Oversee project scope, schedule, budget, and quality control.
• Analyze mobility and land-use data to inform recommendations.
• Engage with the public and stakeholders through meetings and presentations.
• Communicate technical information clearly in writing and talks.
• Mentor junior staff and foster a collaborative environment.
• Lead business development and client relationship efforts when needed.
