Under the general direction of the Chief, Office of Passenger Rail Operations and Maintenance, the Senior Transportation Planner as Chief, Equipment Contracts and Finance Branch, serves as the Division of Rail primary point of contact in development, execution and management of contracts and agreements for rail passenger locomotives and cars, equipment, maintenance and layover facilities, and associated contracts and agreements. In collaboration with the Chief, Office of Procurement and Assets, the Senior Transportation Planner manages all contracts for the maintenance or repair for equipment, facilities, or stations for the Division. In this role, the Senior Transportation Planner ensures Caltrans owned equipment and assets are maintained and utilized efficiently. Provides support to the Chief, Rolling Stock Procurement Branch, in the planning, development, administration, and execution of locomotive and car procurement activities. Provides support to the Office of Assets and Equipment on planning contract development, management and execution, fund management, reporting and other activities related to repair, overhaul, modification of existing rail rolling stock; and coordinates with Rail Planning and Implementation office support office staff to ensure that fleet planning is tied to state rail network goals in the California State Rail Plan and to provide technical assistance for capital project development activities.

The incumbent should have the ability to work within Caltrans employer-driven telework program and to work from a Caltrans office when required. While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of the principles and practices associated with the planning and development of passenger services and strong project management, procurement experience, and contract expertise. The ability to effectively communicate the principles and practices of procurement and service contract administration in order to provide effective support and assistance to staff and management in the management of a wide variety of rolling stock-related contracts and agreements.
Experience and expertise in the management, development and execution of procurement and service contracts, fund management, State contracting laws and policies, and funding and budgeting processes. Possess familiarity with California passenger rail equipment and the operations within the Caltrans passenger rail program, Amtrak, and local joint powers authorities. Strong computer skills.
The ability to work cooperatively and speak knowledgeably with representatives of other Caltrans divisions, other State and Federal governmental agencies, Amtrak, rail equipment manufacturers, Freight railroads, legislative staff, FRA, and individual citizens. The ability to speak effectively before groups and present a good image of the Division and the Department in any situation.
