Job summary

Blue Sky Innovative Solutions is seeking an experienced Senior Management Analyst - Implementation to drive a high-visibility transformation for CISA. You will lead the implementation pipeline, coordinate sponsors and tiger teams, and ensure decisions translate into concrete actions.

You will work with federal stakeholders, facilitate executive sessions, and produce KPIs, guidance, and implementation plans while maintaining momentum and governance across departments.

Qualifications

• 7+ years of organizational transformation, implementation, or management consulting experience.
• Experience coordinating implementation across functions and stakeholder groups.
• Experience working with senior leaders or sponsors to frame decisions and resolve dependencies.
• Strong facilitation, analytical, and executive writing skills.

Responsibilities

• Manage and prioritize the implementation pipeline as findings mature.
• Translate priorities into structured initiatives with objectives, owners, milestones, dependencies, and decisions.
• Coordinate Federal sponsors, tiger teams, SMEs, and stakeholders to advance operating-model enhancements.
• Facilitate senior-level sessions focused on decisions, procedures, and resolutions.
• Identify dependencies, unresolved decisions, readiness needs, and risks; recommend options and escalate as needed.
• Support guidance clarifying National Coordinator responsibilities and operating expectations.
• Develop implementation plans, progress metrics, KPIs, trackers, and executive materials.
• Integrate evidence from assessment, implementation, and operations for alignment.
• Provide analytical review and quality control for implementation products and recommendations.
• Coach Management Analysts supporting work packages and progress tracking.
