SUPERVISION- General supervision is provided by the City Engineer. Responsible for supervision of the Traffic Engineering support staff, as authorized by the City Engineer.

- Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including traffic safety and signals, signs and markings, and street lighting maintenance; recommend, within departmental policy, appropriate service and staffing levels; and recommend and administer policies and procedures.
- Design of plans and bid specifications for traffic signals; coordinate and review the work of contractors; and recommend adjustments as necessary.
- Assist in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the City Engineer and Director of Public Works; and implement improvements.
- Plan, direct, coordinate and review the work plan for the Traffic Engineering and Street Lighting Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; and review and evaluate work products, methods and procedures.
- Participate in the development and administration of the Traffic Engineering and Street Lighting Division annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; and direct and implement adjustments as necessary.
- Provide responsible staff assistance to the City Engineer; prepare and present staff reports and other necessary correspondence.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Request quarterly reimbursements from TxDOT per the signal maintenance agreement.
- Coordinate with and review billings from TXU Electric to ensure the City only pays for the services it receives; ensure TXU Electric maintains the City’s street lights per the franchise agreement.
OTHER DUTIES AND RESPONSIBILITIES
- Serve as liaison for Traffic Engineering with other City departments, divisions and outside agencies; negotiate and resolve significant and controversial issues.
- Provide staff support on a variety of boards and commissions; attend and participate in professional group meetings; and stay abreast of new trends and innovations in the field of traffic engineering.
- Perform other duties as assigned.
EDUCATION- Bachelor's degree from an accredited college or university with major coursework in civil or traffic engineering or another field related to transportation.
EXPERIENCE- Eight (8) years of increasingly responsible experience as a registered professional engineer.
LICENSES AND CERTIFICATES- Possession of a valid driver's license.
- Possession of a Texas Professional Engineering License issued by the state Board of Registration for Professional Engineers or obtain a Texas Professional Engineering License within six months of employment.
WORK SCHEDULE- 9/80 schedule, Monday thru Thursday 7:00 am to 5:00 pm, alternating Friday 8:00 am to 5:00 pm
