Job summary

Jobtailor is seeking a senior IT Program Manager in San Diego County to lead complex, multi-department IT programs from inception to delivery. You will partner with County Technology Office and stakeholders to define scope, governance, and implementation strategies, while managing multi-vendor resources and ensuring on-time, on-budget outcomes.

The role requires extensive program leadership, strong financial management, and excellent communication skills.

Qualifications

• Bachelor’s degree in information technology, Information Systems, Computer Science, or related field
• Minimum of 12 years’ experience leading complex IT projects or programs
• Experience managing multi-vendor and cross-organizational resources
• Experience with financial management, including forecasting, budget estimation, and performance metrics
• PMP and/or Agile certification preferred

Responsibilities

• Lead full lifecycle execution of complex IT programs across multiple departments
• Partner with the County Technology Office and stakeholders to define requirements, scope, and implementation strategies
• Build and manage strong customer relationships
• Establish and enforce program governance, delivery methodologies, and reporting standards
• Promote PMO standards, SOPs, and continuous improvement
• Coordinate delivery across architecture, application development, infrastructure, business analysis, and QA portfolios
• Coordinate intake-to-delivery transition with the Project Initiation PMO
• Supervise, coach, and performance-manage Project Managers within the Project Delivery PMO
• Optimize resource allocation and development capacity
• Provide leadership, mentorship, and guidance to delivery teams
• Serve as senior escalation point for delivery impediments and remove blockers
• Liaise with County leadership on delivery execution and escalations
• Oversee forecasting, budget management, and performance metrics
• Manage SOWs, proposals, project estimates, and staffing plans
• Identify and mitigate program-level risks, issues, and dependencies
• Maintain program dashboards, forecasting data, and executive reporting
• Deliver executive briefings, roadmaps, and status updates

Requirements

• Demonstrated ability to deliver multi-disciplinary programs on time and within budget
• Experience managing multi-vendor and cross-organizational resources
• Experience with financial management, including forecasting, budget estimation, and performance metrics
• Excellent written and verbal communication skills
• Ability to work onsite/hybrid within San Diego County
• Preferred: Master’s degree in information technology, Information Systems, Computer Science, or related field
• Experience supporting State & Local Government
• Background in digital transformation and enterprise modernization
• Experience with MS Project, ServiceNow, Jira, or Azure DevOps
• PMP and/or Agile certification preferred
• Strong stakeholder influence and situational awareness in complex organizations
