Job summary

Huntington Ingalls Industries (HII) is seeking a Senior Technical Project Manager to oversee a high-visibility Air Force portfolio office. You will coordinate with senior leaders, manage RFPs/SOWs/PWSs/J&As, and ensure federal compliance while tracking cost performance.

The role requires coordinating pre- and post-award activities, reviewing technical deliverables, and maintaining spend dashboards. A Secret clearance is required to lead cross‑functional teams and drive mission success.

Qualifications

• 8+ years of progressive experience with a related degree; or 12+ years with HS diploma.
• Proven ability to lead large, complex technical DoD/IP/air force programs.
• Strong acquisition and contract management experience; drafting RFPs, SOWs, PWSs, J&A, FOEs, 7600As, and DD254s.
• Advanced technical assessment skills to review deliverables and identify risks.
• Experience in budget execution, spend‑plan management, and dashboard tracking.
• Excellent stakeholder engagement with senior government directors and contracting officials.
• Proficiency with SMT or similar enterprise project management tools.
• Risk management and issue resolution with data-driven recommendations.
• Strong briefing and documentation skills for mission-focused updates.

Responsibilities

• Lead a diverse portfolio of technical, acquisition, and programmatic projects for Air Force strategic concept development and mission execution.
• Coordinate daily with senior government directors, program managers, and contracting officials.
• Develop and manage pre‑award and post‑award documentation including RFPs, SOWs, PWSs, J&As, FOEs, 7600As, and DD254s.
• Oversee contract performance: monitor deliverables, validate invoices, ensure cost/schedule compliance.
• Track weekly spend plans, dashboard performance, and invoice workflows with contracting officers.
• Review analytic documents and project plans to assess adequacy and identify risks.
• Prepare mission-focused briefings, status updates, and portfolio assessments for leadership.
• Manage project entries and milestones in SMT or equivalent systems.
• Support monthly reviews, technical evaluations, and contract invoice reviews.
• Resolve issues through cross‑functional collaboration and corrective actions.
