Job summary

Brooksource is seeking a Senior Project Manager to lead governance projects and program initiatives from initiation to closeout. You will guide cross-functional teams, manage budgets, and ensure on-time delivery while aligning with strategic objectives.

Qualifications

• 5+ years of Project Management experience and 2+ years of leadership experience.

Ongoing Contract (12mo+ - long-term w/ extensions & conversion to FT in future)

Primary Purpose of Position

The Senior Project Manager role leads Governance projects and program initiatives through all project stages to ensure deliverables are met on time and in budget. May provide leadership and oversight to Project Managers when managing program initiatives. Participates in portfolio management and Governance process activities.

Essential Functions Include

Scope Management

• Lead development of project scope statements aligned with strategic objectives, identifying impacted areas, dependencies, deliverables, success criteria, and required resources.
• Obtain stakeholder agreement & requirements sign-off while ensuring compliance with governance.
• Monitor scope issues & manage scope changes through established change management processes.

Project Planning & Resource Management

• Identify project duration, effort, task sequencing, and dependencies required to meet project objectives.
• Develop and maintain project plans, acquire resources, and partner with resource managers to align demand planning with available funding.
• Obtain stakeholder agreement on schedules and resource plans, monitoring progress and adjusting plans as needed throughout the project lifecycle.
• Develop and manage project/program budgets and forecasts, including adjustments, approvals, and adherence to cost controls.
• Review budget variances, maintain financial forecasts, and drive the capital request process.
• Identify procurement needs and ensure compliance with financial close procedures and governance guidelines.

Quality & Benefits Realization Management

• Establish quality objectives, standards, and criteria with stakeholder input, and monitor project milestones, outcomes, and testing activities to ensure quality standards are met.
• Ensure defects are resolved prior to deployment and that appropriate controls are operationalized to support benefit tracking and reporting.
• Analyze project results, identify root causes of substandard outcomes, and develop recommendations to improve project performance.
• Monitor project results and ensure delivery of expected business benefits.
• Identify project risks and issues, recommend mitigation strategies, and develop and maintain risk and issue logs.
• Implement risk management plans, monitor emerging risks and dependencies, and recommend contingency plans as needed.
• Ensure timely resolution of identified risks and issues.

Stakeholder Communication & Engagement

• Develop and execute project communication plans, managing communications across project teams, stakeholders, vendors, and leadership.
• Distribute project reports and documentation, maintain project records, and ensure stakeholder understanding, alignment, and buy-in throughout the project lifecycle.
• Recognize and communicate project team contributions and successes.

Relationship & Stakeholder Management

• Establish, develop, and maintain effective relationships with project stakeholders and vendors.
• Navigate complex stakeholder environments and resolve conflicts among project participants.
• Facilitate discussions, drive decision-making, and build consensus across stakeholder groups.
• Communicate project management methodologies, governance frameworks, project stages, and deliverables to stakeholders.
• Challenge the status quo, seek clarification, and recommend alternative approaches when appropriate.
• Incorporate stakeholder feedback into decision-making and drive continuous improvement in project delivery processes and documentation.
• Embrace change, support iterative delivery and roadmap execution, and leverage internal partnerships to develop solutions in ambiguous environments.

Job Qualifications

Requirements

• Experience leveraging AI tools throughout the SDLC/PDLC to improve quality and efficiency.
• 5+ years of Project Management experience and 2+ years of leadership experience.
• Demonstrated ability to lead, influence, and build strong relationships to achieve project goals.
• Advanced knowledge of all phases of project management, including Initiation, Planning, Execution, Monitoring & Control, and Closeout.
• Experience leading and facilitating complex technical projects and programs.
• Experience with project budgeting, cost reporting, forecasting, and financial analysis.
• Proficiency with Microsoft Office Suite, including Microsoft Project, Visio, and Access.
• Strong time management, organizational, and prioritization skills, with the ability to manage multiple projects simultaneously.
• Strong verbal and written communication skills.
• Ability to facilitate discussions, negotiate consensus, & drive alignment around objectives.
• Strong interpersonal and presentation skills, with the ability to influence and communicate effectively with internal and external stakeholders.

Preferences

• Bachelor’s Degree in Software, Business, Engineering or related discipline with an emphasis in Project Management. Equivalent combination of education, experience and/or applicable military experience will be considered.
• Experience with large scale technology implementation projects, including custom software development and/or third-party software integrations.
• Project Management experience within Agile Scrum
• National Career Readiness Certificate
• Project Management Professional (PMP) certification
• Military or Government contract project experience
