NTT DATA is seeking an experienced Technical Program Manager with a strong .NET background to oversee multiple cross-functional engineering teams in Rockville, Maryland. Qualifications

• Master's degree required; 1.5 years of additional experience can substitute for one year of a typical degree program.
• Minimum 15 years of software development experience with .NET technologies (.NET Core, C#, ASP.NET, microservices, cloud architectures).
• Minimum 7 years of experience managing and leading multiple technical, cross-functional engineering teams in complex environments.
• Minimum 5 years of experience in Program Management & Portfolio Financial Management, Agile Project Management Practices, DevOps Integration, Business Process Analysis, and Organizational Change Management.

Responsibilities

• Drive end-to-end delivery of large-scale enterprise application development initiatives from discovery through release and support.
• Oversee program-level financial management including Capex/Opex budgeting, vendor management, resource allocation, and forecasting.
• Establish KPIs, roadmaps, and delivery metrics to report health, risk, and ROI to executive leadership.
• Lead and mentor cross-functional engineering teams (software engineers, QA, UI/UX, architects, product owners).
• Leverage .NET architecture background to guide architectural reviews and ensure scalable, secure solutions.
• Champion DevOps practices, CI/CD pipelines, containerization, automated testing, and release management workflows.
• Serve as an Agile practitioner and coach across Scrum/Kanban/SAFe frameworks.
• Facilitate dependency mapping, identify bottlenecks, and run risk mitigation strategies.
• Partner with product stakeholders to analyze business processes and translate requirements.
• Plan and execute organizational change management initiatives during enterprise rollouts.
