Responsibilities

• Drive end-to-end delivery of large-scale enterprise application development initiatives from discovery through release and support.
• Oversee program-level financial management including Capex/Opex budgeting, vendor management, resource allocation, and forecasting.
• Establish KPIs, roadmaps, and delivery metrics to report health, risk, and ROI to executive leadership.

Job Summary:

NTT DATA is seeking an experienced, hands-on Technical Program / Project Manager with a technical foundation in .NET software engineering paired with executive-level program management capabilities. This position oversees multiple high-performing, cross-functional engineering teams, manage program budgets and portfolio prioritization, champion DevOps and Agile best practices, and guide the organization through structural and technical change management.

Job Duties:

• Drive end-to-end delivery of large-scale enterprise application development initiatives from discovery through release and support.

• Oversee program-level financial management, including Capex/Opex budgeting, vendor management, resource allocation, and forecasting.

• Establish standard KPIs, roadmaps, and delivery metrics (velocity, burn-up/down, cycle time) to report health, risk, and ROI to executive leadership.

• Lead and mentor multiple cross-functional engineering teams (software engineers, QA/test automation, UI/UX designers, solution architects, and product owners).

• Leverage your deep background in .NET architecture to facilitate architectural reviews, evaluate trade-offs, and ensure solutions align with modern scalability and security standards.

• Champion modern DevOps practices, CI/CD pipelines, containerization, automated testing, and release management workflows.

• Serve as an Agile practitioner and coach, standardizing frameworks (Scrum/Kanban/SAFe) across disparate project tracks.

• Facilitate dependency mapping across systems, proactively identify delivery bottlenecks, and run risk-mitigation strategies.

• Partner with product and business stakeholders to perform business process analysis, ensuring application capabilities solve core operational pain points.

• Plan and execute organizational change management (OCM) initiatives, ensuring seamless adoption, training, and minimal business disruption during enterprise rollouts.

Basic Qualifications:

• Master's Degree, One-and-one- half (1.5) years of additional experience can substitute for one (1) year of a typical degree program.

• Minimum 15 years of software development experience with .NET technologies (.NET Core, C#, ASP.NET, microservices, cloud architectures).

• Minimum 7 years of experience managing and leading multiple technical, cross-functional engineering teams in complex environments.

• Minimum 5 years of experience to include:

  • Program Management & Portfolio Financial Management: Budget tracking, capacity planning, contract/vendor oversight, and executive reporting.

  • Agile Project Management Practices: Leading sprint ceremonies, release planning, backlog grooming, and Agile scaling.

  • DevOps Integration: Working knowledge of CI/CD toolchains (e.g., Azure DevOps, GitHub Actions), automated deployment strategies, and infrastructure governance.

  • Business Process Analysis: Mapping current-state vs. future-state processes and turning business workflows into actionable technical requirements.

  • Organizational Change Management (OCM): Driving user adoption, communication frameworks, stakeholder alignment, and training strategy.

• Ability to obtain a Public Trust Clearance

Preferred Qualifications:

• PMP, PgMP, PMI-ACP, CSM, or SAFe certification.

• Microsoft Certified: Azure Solutions Architect or DevOps Engineer Expert.

• Microsoft Certified: MCP, MCSA, MCSD, MCTS

• Track record of delivering cloud-native applications (Azure / AWS).

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $165,495 - $275,825. Actual compensation will depend on a number of factors, including the candidate’s relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
