Job summary

TSR Consulting, Inc. is seeking a Senior Technical Program Manager to lead multi-million-dollar, multi-workstream infrastructure initiatives across network, data centers, compute, cloud, and trading systems from charter to delivery.

You will set charters, governance, roadmaps, and KPIs while coordinating global teams. The role requires 10+ years in technical program management, strong communication with executives, and hands-on experience with Jira, Power BI, and Confluence; based in New York

Qualifications

• Bachelor’s degree in computer science, Engineering, Information Technology, or related field.
• 10+ years in technical program or project management, incl. 5+ years leading enterprise-scale network/infrastructure programs.
• Proven delivery of multi-million-dollar, multi-workstream programs in complex global organizations.
• Ability to originate programs from concept, author charters, business cases, funding requests.
• Deep knowledge of enterprise networks, data centers, compute, and cloud connectivity.
• Exceptional written and verbal communication with senior executives.
• Strong command of Agile, Scrum, and waterfall methodologies.
• Financial management including forecasting, governance, and resource planning.
• Must be based in or commute to New York, NY with on-site presence.

Responsibilities

• Lead large, multi-million-dollar infrastructure programs from charter to closure.

Job Title: Senior Technical Program Manager| Level 4 (USD)

Location: New York, NY - 10004

Duration: Contract - 12 month

Hybrid: 3 days onsite, 2 days remote.

Job Description:

We are seeking a Senior Technical Program Manager to join our dynamic team within Enterprise Network Services. The ideal candidate will have strong experience in global enterprise infrastructure programs spanning network, compute, data centers, cloud, trading infrastructure, operational resilience, and technology risk and a proven ability to stand up program charters and governance from ambiguous objectives and deliver measurable outcomes across multi-million-dollar, multi-workstream initiatives.

Responsibilities:

• Lead large, complex, multi-million-dollar infrastructure programs from charter through implementation and closure.
• Develop charters, scope, objectives, success criteria, roadmaps, milestones, governance, RACI, KPIs/KRIs, and execution plans.
• Manage integrated workstreams across Network, Compute, Cloud, Data Centers, Trading Infrastructure, Engineering, Architecture, Cybersecurity, Risk, Operations, Finance, Procurement, and vendors.
• Own integrated plans, critical paths, dependencies, RAID, change control, and executive escalations.
• Manage program budgets, forecasts, actuals, resource plans, and financial variances.
• Identify technical, operational, financial, and organizational risks and drive mitigation and resolution.
• Lead executive steering committees and deliver concise, decision-oriented reports to senior management.
• Translate complex technical issues into clear business impact, options, recommendations, and decisions.
• Influence cross-functional teams and senior stakeholders without direct authority while fostering accountability.
• Build strong partnerships across global teams and promote transparency, ownership, and disciplined execution.

Required Skills & Qualifications:

• Bachelor’s degree in computer science, Engineering, Information Technology, or related field.
• 10+ years in technical program or project management, including 5+ years leading enterprise-scale network or infrastructure programs.
• Proven delivery of multi-million-dollar, multi-workstream programs in complex global organizations with minimal ramp-up time.
• Demonstrated ability to originate programs from concept and author charters, business cases, and funding requests.
• Deep knowledge of enterprise networks, data centers, enterprise compute, and cloud connectivity.
• Expert-level Jira, strong Power BI or equivalent reporting, and Confluence for documentation and knowledge management.
• Exceptional written and verbal communication with experience presenting to and influencing senior executives.
• Strong command of Agile, Scrum, and waterfall methodologies with the judgment to apply each appropriately.
• Financial management expertise including forecasting, governance, and resource planning.
• Technical aptitude to challenge assumptions and engage credibly with engineers and architects.
• Must be based in or able to commute to New York, NY with on-site presence per hybrid policy.

Preferred Skills:

• Financial Services or Capital Markets experience, including mission-critical or high-availability trading environments.
• Experience with global infrastructure transformation, cloud adoption, network modernization, data center migration or consolidation, or technology resiliency programs.
• Background in highly regulated and risk-controlled environments.
• Relevant certifications such as PMP, Agile, ITIL, SAFe, Cisco (CCNA/CCNP), CISSP, or Cloud (AWS/Azure/GCP).

Key Relationships:

The role requires close collaboration with representatives from Critical Infrastructure, SETI, Corporate Services and Security, Reengineering and Expense Management, MS Real Estate, MS IT Groups, and external vendors. The individual must be able to develop and maintain effective working relationships across regions and time zones.
