Job summary

Parsons is seeking a senior policy and analysis professional to conduct deliberate analysis supporting DoD cyber workforce and readiness policy guidance. You will assist in leading cyber operations strategies within the ODPCA and coordinate with USCYBERCOM and DoD components.

Requires 15+ years of cyberspace operations experience, expert-level certifications, and an active TS/SCI clearance with SCI eligibility.

Qualifications

• Expert-level certifications such as GPEN, GXPN, OSCP, GIAC.
• Deep understanding of CMF, CPT, and CSSP missions incl. DoDI 8585.01.

Job Description:

• Conduct deliberate analysis supporting the development of DoD cyber workforce and readiness policy guidance.
• Assist the ODPCA in implementing, leading, and sustaining DoD cyber operations forces strategies and initiatives.
• Support the implementation, leadership, and oversight of ODPCA cyber workforce priorities and tasks across the Department.
• Evaluate the execution and performance of cyber workforce and Cyber Operations Forces programs to ensure compliance with established statutory and regulatory guidance.
• Apply knowledge of readiness standards, requirements, and associated metrics to assess organizational ability to meet assigned mission demands.
• Conduct deliberate analysis supporting USCYBERCOM's Joint Cyber Training and Joint Force Coordinator roles, including identification of mission-essential tasks and readiness reporting.
• Assist the ODPCA in overseeing U.S. Cyber Command's implementation of cyber force design and command-and-control efforts.
• Prepare and deliver technical briefings and recommendations to ODPCA leadership and senior DoD stakeholders.
• Provide technical and analytical support for policy enhancements addressing the defense of DoD critical infrastructure, control systems, operational technology networks, devices, and information.
• Provide analytical and strategic support for Defensive Cyber Operations, including the evaluation, development, and integration of associated policies, strategies, forces, operational considerations, personnel requirements, and organizational structures.
• Apply expertise in adversary emulation, vulnerability assessment, penetration testing, post-exploitation, and cyber threat intelligence to assess and improve the defensive posture of the DODIN.
• Analyze adversary tactics, techniques, and procedures and translate technical findings into actionable policy, readiness, workforce, and operational recommendations.
• Support assessments of CMF, CPT, CSSP, Red Team, and related cyber mission capabilities.
• Provide expert technical advice on cyber operations, operational technology environments, readiness, force structure, training, and defensive cyber capabilities.
• Coordinate with DoD Components, USCYBERCOM, Service cyber organizations, technical teams, and senior leadership.

Required Qualifications

• Bachelor's degree from an accredited university in any relevant field of study.
• Expert-level technical certification, such as GPEN, GXPN, OSCP, GIAC, or an equivalent certification.
• Minimum 15 years of experience in offensive and/or defensive cyberspace operations.
• Expert-level experience emulating adversary tactics, techniques, and procedures, conducting vulnerability assessments, penetration testing, and post-exploitation activities.
• Deep understanding of CMF, CPT, and CSSP missions and DoD Red Team methodologies, including DoDI 8585.01.
• Ability to provide expert advice supporting policy development, strategy decisions, and actionable recommendations to improve the defensive posture of the DODIN.
• Knowledge of cyber threat intelligence and operational technology environments.
• Experience supporting cyber workforce, readiness, training, force design, or defensive cyber operations initiatives.
• Ability to interface effectively with senior-level management.
• Demonstrated excellent verbal, written, interpersonal, briefing, and presentation skills.
• Demonstrated ability to provide expert technical support and advice.
• Active DoW Top Secret clearance with SCI eligibility.

Preferred Qualifications

• Former military Red Team operator, Cyber Protection Team operator, Hunt operator, CMF Team Lead, or commander.
• Experience supporting USCYBERCOM Joint Cyber Training, Joint Force Coordinator, mission-essential task development, or readiness reporting.
• Experience with DoD cyber force design, command and control, operational technology security, or DODIN defense.
• Advanced experience translating technical cyber operations and assessment results into senior-level policy and strategic recommendations.

Security Clearance Requirement:

An active Top Secret SCI security clearance is required for this position.
