Responsibilities

  • Manage, analyze, and maintain project, labor, expenditure, and fleet data using MS Office.

Senior Technical Data and Research Support Analyst

Location: Groton, CT

Security Clearance: Active Secret Clearance Required

Compensation: In compliance with state and local laws regarding pay transparency, the salary range for this role is $87,000.00 to 97,000.00; however, ZAI considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

ZAI is seeking an experienced Senior Technical Data and Research Support Analystto support submarine systems operations in Groton, Connecticut. This position is ideal for a skilled professional with extensive experience providing senior-level technical data management, research coordination, procedural review, documentation, and analytical support for U.S. Navy fleet, submarine, and research initiatives. The role supports direct fleet operations, technical research efforts, project financial tracking, database administration, and cross-functional coordination among Navy personnel, contractors, researchers, and other technical stakeholders to ensure mission success and operational effectiveness.

Key Responsibilities
  • Manage, analyze, and maintain complex project, labor, expenditure, and fleet technical support data using Microsoft Office applications, including Word, Excel, PowerPoint, Access, Outlook, and related tools.
  • Provide budget, project finance, and data analysis support to government civilians, contractor leads, Principal Investigators, and technical leadership.
  • Support complex Navy and submarine-related projects by collecting, organizing, analyzing, and maintaining technical, financial, and research data.
  • Prepare recurring reports, dashboards, graphs, presentations, and data products that summarize labor hours, expenditures, project status, technical trends, risks, and resource requirements.
  • Review, interpret, and evaluate U.S. Navy procedures, technical documents, sketches, diagrams, work requests, and related source material to support compliant technical work procedures and documentation.
  • Coordinate with maintenance, technical, research, and fleet support stakeholders to track requirements, resolve conflicts, and ensure project and database information remains accurate and current.
  • Prepare, maintain, and archive historical technical and non-technical documentation for review, submission, evaluation, and long-term reference.
  • Support Fleet Technical Support (FTS) database operations, including job tracking, work assignment coordination, status monitoring, user access support, and command-level reporting.
  • Analyze and track prioritized work items, technical actions, system entries, inspection findings, OSAR data, TSRA data, OMMS-NG information, and related fleet support data streams.
  • Support SAIL inspections, TSRA assessments, OSAR tracking, bulk-load activities, parts research, report binders, and out-brief products.
  • Develop Gantt charts, flow charts, operational sequence diagrams, project timelines, dashboards, and other visual tools to communicate project status, performance, and trends.
  • Apply Continuous Process Improvement methodologies to evaluate workflows, improve quality, reduce costs, establish performance metrics, and recommend process enhancements.
  • Provide technical input on SONAR-related research and support unclassified presentations that explain fundamental SONAR concepts to project stakeholders and team members.
  • Develop and maintain effective working relationships with sailors, subject matter experts, naval facilities, research organizations, contractor personnel, and private industry representatives.
  • Analyze Automated Work Request (AWR) data trends and 3M 2-Kilo submission patterns to identify bottlenecks within maintenance approval processes and recommend systemic improvements.
  • Analyze CSMP data integrity, identify recurring OMMS-NG data entry errors, and develop data quality metrics to improve the accuracy of shipboard maintenance queues.
Additional Experience and Skills
  • Experience supporting U.S. Navy, submarine, fleet technical support, research, maintenance, or technical documentation programs.
  • Working knowledge of submarine systems and system interrelationships, including SONAR, ship service air, reverse osmosis, sanitary systems, and submarine escape systems.
  • Experience supporting multiple technical or research projects simultaneously, including projects involving data visualization, manpower studies, and training gap analysis.
  • Experience supporting research protocols, project planning, schedule coordination, project deconfliction, technical analysis, and stakeholder briefings.
  • Experience managing project finance data, tracking funding, preparing project status reports, and supporting leadership reviews.
  • Experience developing or contributing to technical reports, procedures, user manuals, training materials, dashboards, presentations, and decision-support products.
  • Ability to communicate effectively with personnel at all organizational levels, including when discussing complex, sensitive, or controversial technical, research, schedule, or process issues.
  • Ability to work independently while managing competing priorities, supporting team objectives, and helping resolve technical, research, availability, and scheduling conflicts.
  • Strong proficiency with Microsoft Office, including Word, Excel, PowerPoint, Access, and Outlook.
  • Experience leveraging data, metrics, and technical documentation to identify trends, support recommendations, and improve project execution.
Required Qualifications
  • U.S. Citizenship.
  • Bachelor's degree or higher.
  • Current Active Secret Security Clearance.
  • Ten (10) or more years of experience reviewing U.S. Navy procedures.
  • Experience working within a U.S. Navy, DoD, submarine, fleet support, research, maintenance, or technical documentation environment.
  • Demonstrated proficiency with Microsoft Office applications, including advanced Excel, PowerPoint, Word, and Access capabilities.
  • Experience with database management, data analysis, report generation, project tracking, and budget or expenditure analysis.
  • Experience applying process improvement methodologies, including LOE-based analysis, metrics development, recommendations, and performance controls.
  • Ability to interpret technical documents, sketches, diagrams, work requests, and procedural requirements.
  • Ability to convert technical and operational information into clear procedures, reports, presentations, dashboards, and leadership-focused management products.
  • Strong written and verbal communication skills.
  • Ability to coordinate effectively across military, civilian government, contractor, technical, research, and private industry organizations.
  • Ability to perform in a senior-level support role requiring initiative, reliability, sound judgment, and independence in a fast-paced environment with changing priorities.
