Job summary

KMS Solutions, LLC is seeking a Technical Action Officer to provide technical support for OHIO and VANGUARD Class submarines within the US/UK SWSS Program Office. The role requires coordinating with NAVSEA, NIWC, and other defense organizations, resolving in-service issues, and supporting modernization efforts.

The position is full-time at Washington Navy Yard, DC, with potential telework up to 20% and travel.

Qualifications

  • Bachelor’s Degree in a business or technical field.
  • 6 years of experience in project management.
  • Experience with Navy/NAVSEA/Shipyard highly preferred.
  • Experience with submarine systems, equipment, operations, maintenance, or other submarine activities.

Responsibilities

  • Respond to and manage TFR and TDENT response and development of matrix tracking data to update to the Technical Branch Head.
  • Conduct Data and Risk Analysis of matrix tracking tools to predict and present engineering problem statements for addressing lifecycle maintenance and sustainability concerns for In-Service US/UK SSBN’s.
  • Coordinate with various ISEAs for SWSS related issues including alterations, fleet training improvement, fleet feedback and fleet trends for sustainment.
  • Work with NAVSEA technical codes, SSP, and U.S. Fleet personnel to resolve in-service problems and provide recommendations for resolution
  • Provide recommendation for potential U.S./UK common design changes. Leverage common systems and parts to address obsolescence, supplier-based responsiveness and fleet maintenance trends.
  • Support SWS Weeks in Bangor, WA or Kings Bay, GA as needed.
  • Coordinate and facilitate key stakeholder engagements with the Technical Branch.
  • Serve as Technical Navigational SME, particularly on TRID-588/601.
  • Daily coordination with EB at Bangor to determine material needs of fleet, trending failures and stock postures to develop alternate development paths and/or possible modernizations.

Position Summary

The Management Analyst III - 396J/SP21 Technical Action Officer is responsible for technical support of OHIO and VANGUARD Class submarines within the US/UK SWSS Program Office (396J) and resides in the Technical Branch (J2). The Technical Action Officer will also work with outside organizations including Naval Undersea Warfare Command (NUWC), Naval Information Warfare Center (NIWC), WR Systems, Strategic Systems Programs (SSP), Trident Systems Project Team (TSPT), Electric Boat (EB), NAVSEA organizations and other organizations as required while investigating and resolving technical issues.

Required Education and Experience

Preferred Education and Experience

  • Experience in engineering or program management with Navy/NAVSEA/Shipyard highly preferred.
  • Experience working with modernization of U.S. Navy ships and equipment is highly desired. Specifically, Navy/NAVSEA/Shipyard experience is desired.
  • Experience with submarine systems, equipment, operations, maintenance, or other submarine activities.
  • Familiarity with key stakeholders including Naval Sea Systems Command (NAVSEA), Planning Yards (PYs), Supervisor of Shipbuilding (SUPSHIP), Submarine Type Commanders (TYCOMs).

Work Authorization/Security Clearance Requirement

  • This position requires the ability to obtain and/or maintain a DoD Secret Security Clearance and required access to all worksite locations. Security clearances may only be granted to U.S. citizens.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at mandatory meetings is required. Must be available during the core work hours as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Telework may be allowed up to 20%.
  • Subject to change based on business needs and customer requirements.
  • Greater in-office presence will be required during the initial 6 months as the requirements of the role are being learned.

Travel:

  • Ability to travel CONUS; potential to travel OCONUS.
  • Travel up to 20% may be required.
