Job summary

CVP is seeking a Systems Architect / Technical Lead to provide technical authority for the NIH Executive Secretariat's controlled-correspondence and records management system. This role demands deep expertise in enterprise records management, executive workflow architecture, and the ability to rapidly baseline an incumbent platform at contract transition.

Qualifications

• BS/BA with 10+ years experience or MS with 5+ years experience.
• 10+ years of technical leadership experience.
• 8+ years enterprise system development/integration experience.
• 3+ years on comparable scope/complexity efforts.
• Cloud/DevSecOps modernization experience.
• Deep workflow and enterprise records-management architecture experience.
• Strong knowledge of NARA electronic-record requirements and DoD 5015-compliant records management.

Responsibilities

• Provide technical authority for software architecture, workflow design, and records-management patterns.
• Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution.
• Design and govern access control, digital/electronic signatures, full-text search/retrieval, and records retention.
• Produce ARB artifacts and technical standards; mentor the engineering team.
• Rapidly baseline and assess the incumbent architecture at transition.
• Support NARA and DoD 5015 compliance requirements.
