Job summary

CVP is seeking a Senior Project Manager to lead NIH Executive Secretariat delivery for a web-based controlled-correspondence and records system. The role requires managing 63,231 documents annually across ~350 users and delivering across NIH O&M enhancements with modernization.

The candidate will own scope, schedule, cost, backlog, and release planning while coordinating governance and security processes, with a focus on records retention and compliance. On-site presence may be required.

Qualifications

• 10+ years of IT project/program management experience.
• 3+ years managing federal application efforts of comparable scope.
• Federal EPLC/Agile delivery experience.
• Knowledge of executive correspondence workflow, records retention, NARA electronic-record requirements, and DoD 5015-compliant records management.
• Experience with access control, digital/electronic signatures, search/retrieval/reporting, and multi-office content segregation.
• Ability to rapidly baseline incumbent architecture at transition.

The NIH Director and Deputy Director by routing executive documents for assignment, review, clearance, and signature, and managing approximately 63,231 documents annually for about 350 users.

• Own all application-level delivery across NIH O&M, enhancements, and modernization
• Manage scope, schedule, cost, backlog, release planning, and stakeholder coordination
• Produce and manage EPLC artifacts; coordinate change and security processes
• Support records retention, NARA compliance, and FOIA-related coordination
• Monitor SLA performance and coordinate Tier II/III support activities

Salary Range $160,000 - $180,000 (depending on experience)
