Job summary

Texas Health and Human Services Commission (HHSC) in Terrell, TX is seeking a Substance Abuse Counselor III. The role focuses on comprehensive assessment, treatment planning, counseling, and coordination of aftercare services.

Eligible for telework; full-time schedule with day shifts and potential after-hours coverage. The position requires LCDC licensure and at least three years of full-time chemical dependency counseling experience.

Qualifications

• Knowledge of evidence-based practices in substance use treatment (e.g., Motivational Interviewing, CBT, relapse prevention).
• Knowledge of HHSC/TAC standards, regulations, and documentation requirements.
• Knowledge of co-occurring psychiatric and substance use disorders and integrated care.
• Skill in conducting bio-psychosocial and substance use assessments.
• Skill in group facilitation and individual counseling with diverse populations.
• Skill in crisis intervention, de-escalation, and motivational enhancement.
• Skill in maintaining accurate clinical documentation per policy.
• Ability to establish therapeutic relationships with boundaries.
• Ability to integrate treatment within a multidisciplinary team.
• Ability to recognize withdrawal signs and relapse risk.
• Ability to communicate effectively with individuals, families and teams.
• Ability to adapt interventions to cultural/developmental needs.
• Ability to promote recovery-oriented care and discharge planning.

Responsibilities

• Attends work regularly with possible shift rotation and overtime as needed.
• Provides oversight for substance use disorder assessment, treatment planning, counseling, and case management.
• Develops and updates treatment plans; evaluates progress and modifies as needed.
• Interprets assessments and offers clinical recommendations on care level and interventions.
• Contributes to staff development and training for the substance abuse program.
• Coordinates with discharge staff to identify aftercare and community-based services.
• Maintains required records and reports in HHSC/DSHS compliance.
• Develops individualized objectives and tracks progress in the recovery plan.
• Finalizes COPSD assessments within required timelines.
• Performs as part of Recovery and Quality teams; attends meetings and supports COOP.
• Performs other duties including disaster recovery participation.
