Job summary

Serco Inc. seeks a Senior Program Analyst (Submarine Construction Material) to support the Virginia Class Submarine Program (PMS450) and TEAM SUB. The role demands leadership in material oversight, collaboration with shipbuilders, and a strong background in DoD acquisition practices.

The candidate will guide government oversight, address material challenges, and drive improvements across the VCS enterprise while coordinating across multiple stakeholders and ensuring timely, quality deliveries.

Qualifications

  • Active DoD Secret clearance required.
  • 15+ years of professional experience.
  • Bachelor's degree required.
  • Knowledge of DoD Acquisition regulations and requirements.
  • Experience or familiarity in submarine construction, supply chain management, or general project management.
  • Deep technical experience in naval manufacturing.
  • Strong written and verbal communication skills; audience-appropriate communication.
  • Proven leader of teams and strategic thinker.
  • Learning attitude with ability to self-assess and improve.
  • Excellent communication and analytical skills; ability to brief senior leaders.
  • Experience briefing senior leaders.
  • Proficient with MS Office (Excel, PowerPoint, Word, Outlook).
  • Willingness to travel up to 10%.

Responsibilities

  • Provide program management expertise and oversight of VCS material, both GFE and Contractor Furnished Equipment (CFE).
  • Provide leadership in defining an optimized plan for government oversight of shipbuilder material procurement and management activities.
  • Identify issues/challenges within the VCS material area and work with stakeholders to analyze root causes and recommend solutions.
  • Provide proactive updates on the execution of work efforts to VCS Construction Leadership.
  • Foster a high-performing and engaged team environment with coaching and mentorship.
  • Empower others to execute work at the appropriate level and encourage growth to meet program goals.
