Position Description & Qualifications

As the Submarine Control System (SCS) Software and Certification Engineer based in Washington, DC, you will provide technical and programmatic support to the Virginia Class Submarine Program (PMS450) and the U.S. Navy’s Team Submarine Program Offices. You will serve as the Software and Certification Manager for the VIRGINIA Ship Control System division, overseeing new construction, in‑service and sustainment activities, and ensuring compliance with Navy and Submarine Life‑Safety standards.

Responsibilities
  • Support new‑construction software development and certification activities for Virginia Class submarines.
  • Oversee software tasking, execution, issue resolution, and certification processes to ensure compliance with the FBW SCS requirements manual.
  • Maintain and update Standard Operating Procedures for routing, review, concurrence, approval, and authority of FBW SCS deliverables.
  • Manage all software builds from the design yard, including issue resolution and certification reviews.
  • Attend the monthly SCS System Integration team meetings.
  • Maintain VCS SCS certification Objective Quality Evidence to support design certification of new‑construction software and hardware builds.
  • Act as a consultant on Ship Control software development, configuration management, and design certification.
  • Brief leadership with recommendations derived from technical solutions.
  • Demonstrate excellent written, oral, and organizational skills.
Qualifications
  • Active or current DoD Secret clearance.
  • U.S. citizenship.
  • Bachelor’s degree in Electrical, Mechanical, Marine, Chemical, Aerospace Engineering, or a relevant field.
  • Alternative degree path: an associate’s degree plus 2 years of additional experience, or a high school diploma/GED plus 4 years of additional experience.
  • 10+ years of experience in a related field.
  • Project or program management experience.
  • Mastery of electrical engineering principles for naval ships/submarines or subsystems.
  • Experience with the design, operation, and support of U.S. Navy Submarine Fly‑By‑Wire and Ship Control Systems.
  • Basic knowledge of submarine construction, modernization, and operations.
  • Experience developing technical standards for Submarine Fly‑By‑Wire and Ship Control Systems.
  • Engineering and acquisition fundamentals, and experience with surface and undersea shipbuilding programs.
  • Root‑cause analysis skills.
  • Strong written and oral communication skills.
  • Quantitative, analytical, and conceptual thinking abilities.
  • Ability to interact with senior management on complex technical issues.
  • Ability to facilitate and coordinate efforts with key stakeholders.
  • Ability to work independently and within a rapidly changing environment.
  • Ability to lead technical components and engage stakeholders throughout requirements definition, planning, and evolution.
  • Proficiency with Microsoft Office.
  • Travel up to 25% of the time; occasional travel outside Washington, DC may be required.
Additional Desired Experience and Skills
  • Master’s degree.
  • Submarine experience and SUBSAFE program knowledge.
  • U.S. Naval Nuclear Power School or NPTU prototype training.
  • Active NNPI account and CAC.
  • Experience leading a project and interfacing with an end‑item customer.
  • Knowledge of program‑management processes, budgeting, and Navy program execution.
  • Active‑duty submarine service experience.
  • Knowledge of submarine structural integrity requirements.
  • Experience with submarine acquisition programs.
  • Familiarity with fluids, thermodynamics, and marine propulsion systems.
