Job summary

JT4, LLC provides engineering and technical support to western test ranges under J-Tech II, supporting the U.S. Air Force, Space Force, and Navy.

The Subcontracts Administrator serves as the primary interface between subcontractors and programs, ensuring compliance with FAR/DFARS and JT4 policies while coordinating with procurement, engineering, IT, and finance teams. The role requires a bachelor's degree and 7–10 years of subcontract experience, strong negotiation and communication skills, and

Qualifications

• Bachelor's degree required; 7–10 years of subcontract experience.
• Strong knowledge of FAR/DFARS and government contracting.
• DoD experience required.
• Ability to negotiate terms and manage subcontract files.
• Ability to obtain government security clearance.
• Valid driver's license.

Responsibilities

• Prepares recommended source lists of qualified subcontractors.
• Prepares Request for Proposal/Quotation and verifies accuracy and completeness of proposal packages.
• Interfaces with various business groups -- program, project, safety, security, data management, and accounting to clarify and ensure that all necessary data has been included.
• Negotiates specifications/statements of work, price, and other provisions with subcontractors to correspond with FAR/DFARS and JT4, LLC policies.
• Maintains auditable files per government requirements and JT4, LLC policies and procedures.
• Maintains strong business relationships with first-tier subcontractors.
• Works closely with Range Managers and other groups (Engineering, IT, Finance).
• Prepares procurement documents and change orders, including FAR flow-down requirements.
• Prepares reports and contractual correspondence for project management and client; maintains tracking records.
• Maintains procurement files and records of payment.
• Performs procurement closeout actions and forwards files to storage.
• Acts as liaison between subcontractor and Subject Matter Experts.
• Develop plans to promote cost reduction initiatives and performance improvements.
• Other duties as assigned.
