Qualifications

• Bachelor’s degree required; Master’s degree a plus.
• 10+ years of experience in procurement and subcontract management.
• Experience negotiating Master Service Agreements and complex Subcontract Agreements.
• Proven ability to write scope of work and technical/non-technical documentation.
• Experience with various subcontract types (IDIQ, Cost Reimbursable, Fixed Price).
• Experience with business development, proposals and new pursuits is desirable.
• Strong knowledge of FAR and DFAR regulations.
• Experience leading audits with DCMA (CPSR preferred).
• Strong cost and price analysis background.
• Excellent English communication at all levels.

Responsibilities

• Drive major subcontract execution across cost, schedule, technical, and quality.
• Serve as primary contact between subcontractor and project management.
• Oversee the entire procurement cycle across functional teams.
• Address time-sensitive, complex issues including proposals and contract changes.
• Develop subcontract specifications, work statements, and terms.
• Lead supplier negotiations on cost and terms for long-term agreements.
• Control costs, manage cost avoidance, and perform price analysis.
• Develop supplier sourcing strategies and KPI metrics.
• Improve vendor delivery performance and monitor trends.
• Conduct ad-hoc analyses for senior leadership.
• Implement efficiency initiatives and KPI improvements.
• Implement GR/IR strategies for timely payments.
• Provide procurement support to business development.
